The Ministry of Agriculture and Rural Development has recently issued Circular 04/2019/TT-BNNPTNT amending and supplementing Circular 05/2017/TT-BNNPTNT which provides guidance on certain contents for the implementation of the national target program on new rural development for the period 2016-2020.

Circular 04/2019/TT-BNNPTNT has supplemented the content on implementing production development associated with product consumption, with specific new content as follows:

- Establishing concentrated commodity production areas for major agricultural products, ensuring quality, food safety, disease safety, environmental protection, and climate change adaptation.

In addition to the above content, to develop production linked according to the value chain associated with product consumption, the following contents must be implemented:

- Developing new value chain links associated with production and product consumption; supporting the formation of links between enterprises, business establishments, cooperatives, and residents.- Consolidating and upgrading existing value chain links associated with production and product consumption in localities, focusing on building stable raw material areas; supporting the consistent application of production techniques, managed according to quality requirements; enhancing pre-processing, processing capabilities, and market development.
