Specifically, the list of administrative procedures amended and supplemented in the field of emulation and commendation within the scope of management functions of the Ministry of Culture, Sports, and Tourism includes 2 provincial-level administrative procedures: Procedures for awarding the title "People's Artisan" in the field of intangible cultural heritage; Procedures for awarding the title "Artisan of Merit" in the field of intangible cultural heritage.
For example, the order of implementation of the procedure for awarding the title "People's Artisan" in the field of intangible cultural heritage is as follows:
Individuals specified in Clause 1, Article 2 of Decree 93/2023/ND-CP dated December 25, 2023 of the Government personally or authorize in writing according to the provisions of law to another individual or organization to prepare a dossier requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage, send 01 set of documents directly, by post, or online, to the Department of Culture, Sports, and Tourism or the Department of Culture and Sports where the individual resides.
In case the personal profile is invalid, the Department of Culture, Sports, and Tourism/Department of Culture and Sports will guide the individual to complete the profile. Within 07 days from the date of receiving the application, the individual submits the completed application to the receiving agency.
Professional agencies establish Councils to consider and award the title "People's Artisan" in the field of intangible cultural heritage for each award, including: Councils of provinces and centrally run cities (Provincial Council), Ministry-level specialized councils, and State-level councils.
Order of consideration for awards at the Provincial Council:
Publicize the list of individuals requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage on the Electronic Information Portal of the Provincial People's Committee or Local Newspapers within 15 days from the end of the time limit for receiving individual dossiers to get people's opinions.
Receive and process the People's petitions within 15 days from the end of the deadline for publicizing the list of individuals requesting consideration for the title "People's Artisan" in the field of intangible cultural heritage on the Electronic Information Portal of the Provincial People's Committee or local Newspaper.
Organizing to collect opinions from the residential community where the individual requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage resides within 30 days from the date of publication of the list on the Electronic Information Portal of the Provincial People's Committee or local Newspaper.
Review and evaluate each application for consideration of awarding the title "People's Artisan" in the field of intangible cultural heritage according to the provisions of Article 7 or Article 8 of Decree 93/2023/ND-CP dated December 25, 2023 of the Government within 10 days from the date the Council's standing agency reported to Council members for their opinions on the dossier.
Within 10 days from the end of the meeting, the Council is responsible for notifying in writing the results of the award consideration to the individual requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage.
Receive and process recommendations within 20 days from the date of notification of the Council's award consideration results.
Within 15 days from the end of the deadline for receiving and processing petitions, completing the application for consideration for the title "People's Artisan" in the field of intangible cultural heritage, reaching 75% of the votes of the residential community, and reaching 80% of the votes of the total number of Council members present at the meeting, send it to the standing agency of the Ministry-level Specialized Council.
Order of consideration for awards at the Ministerial-level Specialized Council:
Publicizing the list of individuals requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage on the electronic information portal of the Ministry of Culture, Sports, and Tourism within 15 days from the end of the time limit for receiving documents from the Provincial Council to get opinions from the People.
Receive and process the People's petitions within 15 days from the end of the deadline for publicizing the list of individuals requesting consideration for the title "People's Artisan" in the field of intangible cultural heritage on the Electronic Information Portal of the Ministry of Culture, Sports, and Tourism.
Review and evaluate each application for consideration of awarding the title "People's Artisan" in the field of intangible cultural heritage according to the provisions of Article 7 or Article 8 of Decree 93/2023/ND-CP dated December 25, 2023 of the Government within 15 days from the date the Council's standing agency reported to Council members for their opinions on the dossier.
Within 20 days from the end of the meeting of the Council, the standing agency is responsible for notifying in writing the results of consideration for awarding the title "People's Artisan" of the Ministerial-level Specialized Council to the Provincial Council.
Within 05 days from the date the Provincial Council receives the written notification of results from the Ministerial-level Specialized Council, the standing agency of the Provincial Council is responsible for notifying in writing individuals with dossiers requesting consideration for awarding the title "People's Artisan" in the field of intangible cultural heritage.
Receive and process recommendations within 20 days from the date of notification of the Council's award consideration results.
Within 30 days from the end of the deadline for receiving and processing petitions, completing the application for consideration for the title "People's Artisan" in the field of intangible cultural heritage, reaching 80% of the votes of the total number of Council members present at the meeting, and sending it to the standing agency of the State Council.
