Allowances for Teachers to be Abolished from 2021

This content is mentioned in Resolution 27-NQ/TW on the reform of salary policies for officials and public employees, armed forces, and workers in enterprises.

To be specific:, at Section 3.1.d of Resolution 27-NQ/TW, the following regulations are stipulated:

“…

- Combine the preferential allowance by profession, responsibility allowance by profession, and hazardous, dangerous allowance (collectively referred to as professional allowances) applicable to officials and public employees of professions and jobs with higher-than-normal labor conditions and with appropriate preferential policies of the State (education and training, health care, judiciary, prosecution, civil judgment enforcement, inspection, auditing, customs, forest protection, market management, etc.). Combine the special allowance, attraction allowance, and long-term service allowance in areas with particularly difficult socio-economic conditions into an allowance for working in particularly difficult areas.

- Abolish the seniority allowance (except for the army, police, and cipher forces to ensure salary correlation with officials); leadership position allowance (as leadership positions in the political system implement position-based salaries); party and socio-political organization work allowances; public service allowance (as it has been included in the basic salary); hazardous, dangerous allowances (as the hazardous, dangerous labor conditions have been included in the professional allowance).

Thus, based on the aforementioned regulations, the following teacher allowances will be abolished:

- Preferential allowance by profession (as it will be combined with responsibility allowance by profession and hazardous, dangerous allowance, collectively referred to as professional allowances);

- Attraction allowance (as it will be combined with special allowance and long-term service allowance in areas with particularly difficult socio-economic conditions, collectively referred to as allowances for working in particularly difficult areas);

- Seniority allowance.
