Allowances for Non-Official Teachers Instructing Persons with Disabilities

To be specific, calculation and entitlement of responsibility allowances, preferential allowances for teachers not specialized in teaching people with disabilities are regulated by Circular 22 as follows:

1. Calculation of monthly responsibility allowance

Responsibility allowance = (Responsibility allowance rate x Statutory pay rate) / (Teaching hour norm of the teacher in a year / 12 months) x Actual teaching hours of people with disabilities in the month

Example 7: Teacher D is the Head of Department at a college, not specialized in teaching people with disabilities in a separate class for the disabled, is entitled to a responsibility allowance rate of 0.3; statutory pay rate 1,300,000 VND; teaching hour norm of the teacher in a year is 400 hours; actual teaching hours of people with disabilities in the month is 20 hours. The monthly responsibility allowance that Teacher D is entitled to is calculated as follows:

Responsibility allowance = (0.3 x 1,300,000 VND) / (400 hours / 12 months) x 20 hours = 234,000 VND.

2. Calculation of monthly preferential allowance for teaching people with disabilities

Preferential allowance = {[Salary coefficient according to rank, grade + leadership allowance coefficient, seniority allowance beyond the frame (if any) currently enjoyed] x Statutory pay rate}/ (Teaching hour norm of the teacher in a year / 12 months) x Actual teaching hours of people with disabilities in the month x Preferential allowance rate enjoyed

Example 9: In case Teacher D in example 7 under clause 1 of this Article is entitled to a 40% preferential allowance; the currently enjoyed salary coefficient is 3.66; the leadership allowance coefficient is 0.45. The monthly preferential allowance that Teacher D is entitled to is calculated as follows:

Preferential allowance = [(3.66 + 0.45) x 1,300,000 VND] / (400 hours / 12 months) x 20 hours x 40% = 1,282,320 VND.
