On December 28, 2005, the Ministry of National Defense of Vietnam issued Circular 214/2005/TT-BQP providing guidance on Decision 269/2005/QD-TTg regarding service allowance.
Allowance rates and payment methods for military officers in Vietnam (Illustrative Image)
The allowance rates and payment methods for military officers in Vietnam are stipulated in Circular 214/2005/TT-BQP as follows:
1. Allowance rates:
* Subjects entitled to an allowance of 400,000 VND/month
- Officers with the rank of General, Admiral of the Navy.
- Officers holding the position of Commander of Military Region, Service, and equivalent positions with a current leadership allowance coefficient of 1.20 or higher as stipulated in Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam.
* Subjects entitled to an allowance of 200,000 VND/month
- Officers with the rank of Lieutenant General, Vice Admiral of the Navy, Major General, Rear Admiral of the Navy.
- Officers holding the position of Corps Commander and equivalent positions with a current leadership allowance coefficient of 1.10 as stipulated in Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam.
2. Payment methods:
- Officers appointed to positions or promoted to ranks from a particular month will receive the service allowance from that month. If one person holds multiple positions or has different service allowance rates based on rank and position, the highest service allowance rate will be applied.
- In cases where officers stipulated in Clause 1, Section I of Circular 214 are reassigned or transferred from a position with a high service allowance to a position with a lower service allowance, the current service allowance will be maintained for 6 months.
- In cases where officers stipulated in Clause 1, Section I of Circular 214 are dismissed from a position, retire, or pass away, the service allowance will be discontinued from the following month.
- The service allowance will be calculated and paid together with the monthly salary, and accounted into Item 102, Sub-item 08, Detail Item 80, Sector 00 in the State Budget catalog applied in the military.
More details can be found in Circular 214/2005/TT-BQP, which comes into force in Vietnam from March 28, 2006.
