On the occasion of Vietnamese Teachers' Day, November 20, in order to express gratitude to teachers, Lawnet would like to send to esteemed teachers some preferential policies related to teachers and educational management staff currently working in special schools, in areas with particularly difficult socio-economic conditions.
Policies for Educators and Managers at Special Schools in Vietnam
Special schools are defined as:
- Boarding ethnic general schools, semi-boarding ethnic general schools, preparatory universities;
- Specialized schools, gifted schools;
- Schools and classes for people with disabilities;
- Reformatory schools.

Allowance for Field Trips, Studies, Professional Training | Educators and educational managers assigned to attend professional, foreign language training are entitled to:

Preferential Allowance | - For educators and educational managers working at sports talent schools, art talent schools, semi-boarding ethnic high schools, preparatory universities: 50% of the current salary and leadership position allowance, seniority allowance (if any); - For educators and educational managers working at boarding ethnic high schools, specialized high schools, schools, classes for people with disabilities: 70% of the current salary and leadership position allowance, seniority allowance (if any). - For educators and educational managers working at reformatory schools receiving national defense and security service allowances and seniority allowances as stipulated in points a and e, clause 8, Article 6 of Decree 204/2004/ND-CP, if the allowance is lower than the 70% mentioned above, the difference in percentage will be added to reach 70% of the current salary and leadership position allowance, seniority allowance (if any). Note: Educators and educational managers working at special schools receiving preferential allowance at the rate specified above will not receive preferential allowance as specified in Decision 244/2005/QD-TTg dated October 06, 2005. |
Responsibility Allowance | Educators and educational managers working at special schools are entitled to a responsibility allowance coefficient of 0.3 compared to the minimum wage. |
Policies for Educators and Managers at Schools in Extremely Difficult Socio-Economic Conditions in Vietnam
Areas with extremely difficult socio-economic conditions include:
- Island districts: Truong Sa, Hoang Sa;
- Extremely difficult communes in ethnic minority and mountainous areas, extremely difficult coastal communes and islands according to decisions by the Prime Minister of the Government of Vietnam;
- Hamlets, villages, hamlets, neighborhoods, phums, socs, etc. (collectively referred to as hamlets) in extremely difficult conditions according to decisions by competent authorities.
- For poor districts under Resolution 30a/2008/NQ-CP dated December 27, 2008: Policies will be applied as stipulated for areas with extremely difficult socio-economic conditions.
Allowances, Subsidies, and Other Incentives | Details |
Preferential Allowance | Allowance rate: 70% of the current salary and leadership position allowance, seniority allowance (if any). |
Attraction Allowance | Educators and educational managers (local or from other localities) assigned or currently working in areas with extremely difficult socio-economic conditions are entitled to an attraction allowance equal to 70% of the current salary and leadership position allowance, seniority allowance (if any). The attraction allowance period does not exceed 5 years. As of December 23, 2014, if educators and educational managers have completed their service period but competent educational management authorities have not yet arranged their relocation, they will continue to receive the attraction allowance equal to 70% of the current salary and leadership position allowance, seniority allowance (if any), but will no longer receive the long-term service allowance in extremely difficult socio-economic areas as stipulated in Article 5 of Decree 116/2010/ND-CP. |
Initial Allowance | Educators and educational managers transferred to work in areas with extremely difficult socio-economic conditions are entitled to an initial allowance equivalent to 10 months of the common minimum wage per individual at the time of service transfer as recorded in the transfer decision. |
Allowance for Purchasing and Transporting Fresh and Clean Water | In areas seriously lacking fresh and clean water seasonally, educators and educational managers are entitled to allowances for purchasing and transporting fresh and clean water for daily living needs after deducting the cost of fresh water included in the salary. |
Mobility Allowance | Educators and educational managers specialized in illiteracy eradication and general education popularization who have to frequently travel to hamlets, villages, and phums are entitled to a mobility allowance coefficient of 0.2 compared to the minimum wage. |
Allowance for Teaching in Ethnic Minority Languages and Scripts | Educators and educational managers teaching in ethnic minority languages and scripts are entitled to an additional allowance of 50% of the current salary and leadership position allowance, seniority allowance (if any). |
Allowance for Field Trips, Studies, Professional Training | - Educators and educational managers working in areas with extremely difficult socio-economic conditions are entitled to allowances for field trips, studies, professional training as for those at special schools. - Educators and educational managers working in ethnic minority areas in extremely difficult socio-economic conditions who self-study ethnic languages to serve their work are supported to buy materials and receive allowances equivalent to those provided for formal school classes. |
Relocation Allowance | According to regulations, the transfer period of educators and educational managers to work in areas with extremely difficult socio-economic conditions is 3 years (female) and 5 years (male). Upon completing the service period, educators and educational managers will be arranged by competent educational management authorities to return to their last place of residence and work before the transfer, or facilitated to contact for transfer, resolving the transfer based on their wishes. The educational management authority and the local area where the educators and educational managers return are responsible for receiving, arranging and assigning jobs, while also transferring replacements if required. If there are difficulties in staffing and salary funds, adjustments will be made. Upon completing the mentioned period, educators and educational managers volunteering to stay and continue working and stabilizing their long-term lives will be considered for land allocation for house building, farm economy, family economy, and will be eligible for loans for housing and economic activities with favorable interest rates, repaid over 10 years. Educators and educational managers with families moving with them are entitled to travel and luggage transportation allowances for accompanying members and a relocation allowance equivalent to 12 months of the common minimum wage per household at the time of service transfer as stated in the transfer decision. |
Commendation | Educators and educational managers with significant contributions to the education sector will be considered for the titles "People’s Teacher," "Meritorious Teacher," and commemorative medals for the cause of education. |
