All Allowances Applicable to Non-Specialized Officials in Communes and Villages

Below are all the latest policies on allowances applicable to non-specialized activities personnel at the commune and village levels.

1. Part-time Officers at Commune Level

Clause 5, Article 2 of Decree 34/2019/ND-CP amends and supplements Article 13 of Decree 92/2009/ND-CP, stipulating that part-time officers at commune level are entitled to allowance policies, social insurance benefits, and health insurance benefits.

The state budget allocates an allowance fund, including support for social insurance and health insurance, to pay monthly for part-time officers at commune level according to the classification decision of administrative units at commune, ward, and commune-level town as follows:

- Type 1 is allocated an allowance fund equal to 16.0 times the statutory pay rate, equivalent to 23,480,000 VND;- Type 2 is allocated an allowance fund equal to 13.7 times the statutory pay rate, equivalent to 20,413,000 VND;- Type 3 is allocated an allowance fund equal to 11.4 times the statutory pay rate, equivalent to 16,986,000 VND.

The allowance levels for each title, and the concurrent holding of titles for part-time officers at commune level, are proposed by the Provincial People's Committee for consideration by the same level People's Council, based on the allowance fund, specific characteristics of each commune level, management requirements, the ratio of regular expenditures at commune level, and the budget for local salary policy reform.

2. Part-time Officers at Village and Residential Group Level

The allowance regime for part-time officers at village and residential group level is stipulated in Clause 6, Article 2 of Decree 34/2019/ND-CP, supplementing Article 14a of Decree 92/2009/ND-CP. To be specific:

Article 14a. Part-time Officers at Village and Residential Group Level

1. Part-time officers at village and residential group level, with no more than 03 persons receiving monthly allowances from the state budget, only apply to the titles: Branch Secretary; Village Head or Residential Group Leader; Head of the Front Work Committee. Individuals participating in work at village and residential group level, other than the above three titles, do not receive monthly allowances but are compensated when directly participating in work at village and residential group level from the union fees, association fees allocated to the organizations, and from other funds (if any).

2. Regime and policies for part-time officers at village and residential group level

The state budget allocates an allowance fund equal to 3.0 times the statutory pay rate to pay monthly for part-time officers at each village and residential group. Particularly for villages with 350 or more households, villages in key, complex areas of security and order as per the decision of competent authorities; villages in border or island communes are allocated an allowance fund equal to 5.0 times the statutory pay rate.”
