The Prime Minister of Vietnam shall assign the agency in charge of drafting and adjust the deadline for submitting the law projects specified in the Law and Ordinance Development Program in 2023 and the law projects specified in the Law and Ordinance Development Program in 2024.

The content is specified in Decision 805/QD-TTg in 2023 on the agency in charge of drafting, the deadline for submission of adjusted law projects under the Law and Ordinance Development Program in 2023, and law projects under the Law and Ordinance Development Program in 2024.

To assign a drafting agency and set a time limit for the submission of a number of law projects in Vietnam

The agency in charge of drafting, the deadline for submitting three revised law projects to the 2023 Law and Ordinance Development Program as follows: The Ministry of Justice shall submit to the Government the Law amending and supplementing a number of articles of the Law on Property Auction in July 2023 and submit it to the Standing Committee of the National Assembly in August 2023; The Ministry of National Defense shall submit to the Government the Law on Industry for National Defense, Security, and Industrial Mobilization in July 2023, and submit it to the Standing Committee of the National Assembly in September 2023; The Ministry of Justice submitted to the Government the Law on Capital (amended) in August 2023.

Nine law projects under the Law and Ordinance Development Program in 2024 are assigned to the drafting agency as follows:
The Ministry of Justice submitted to the Government the amended Law on Notarization in January 2024 and submitted it to the Standing Committee of the National Assembly in February 2024; The Ministry of Public Security submitted to the Government the Law amending and supplementing a number of articles of the Law on Guards in July 2024, and submitted to the Standing Committee of the National Assembly in February 2024; The Ministry of Science and Technology shall submit to the Government the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations in January 2024 and submitted to the Standing Committee of the National Assembly in March 2024; The Law on Cultural Heritage (amended) submitted by the Ministry of Culture, Sports and Tourism to the Government in January 2024, and submitted to the Standing Committee of the National Assembly in March 2024; Law amending and supplementing a number of articles of the Law on Pharmacy submitted by the Ministry of Health to the Government in February 2024 and submitted to the Standing Committee of the National Assembly in March 2024; The Ministry of Natural Resources and Environment shall submit to the Government the Law on Geology and Minerals in February 2024, and submit it to the Standing Committee of the National Assembly in March 2024; February 2024, the Ministry of National Defense submitted to the Government the Law on People's Air Defense; The Ministry of Construction shall submit to the Government the Law on Urban and Rural Planning in February 2024; In June 2024, the Ministry of Labor, War Invalids and Social Affairs submitted to the Government the Law on Employment (amended), and submitted to the Standing Committee of the National Assembly in August 2024.

Pursuant to the Assignment, Ministers and Heads of ministerial-level agencies shall preside over the drafting of amendments to the Law and Ordinance Development Program in 2023 and law projects under the Law and Ordinance Development Program in 2024 must directly direct the development of law projects, ensuring progress and quality in accordance with the provisions of the Law on Promulgation of Legal Documents; carry out a full review of relevant documents to detect and handle differences between the provisions of current legal documents and those to be promulgated, to avoid conflicts and overlaps between documents; organize the collection of opinions from agencies, organizations, and individuals, especially those who are directly affected by the document; prevent the installation of "group interests" and "local interests" in law-making; focus on strictly implementing the solutions assigned in the Government's resolutions; consider the completion of the Program as one of the bases for assessing the level of task completion.

Ministries are assigned to preside over the drafting of the revised law projects in the 2023 Law and Ordinance Development Program, including: the Law on Industrial Defense, Security, and Industrial Mobilization; the Capital Law (amended); The Law amending and supplementing a number of articles of the Law on Property Auction, expeditiously complete the dossier of the law project and submit it to the Government on time and according to the assigned schedule according to this Decision.

For the Road Law project; Law on Road Traffic Order and Safety, the Ministry of Public Security and the Ministry of Transport shall closely coordinate with the Committees of the National Assembly to receive and explain the opinions of the National Assembly and National Assembly deputies and report to the Government on the reception and improvement of the National Assembly to submit to the National Assembly for its first opinion at the 6th Session.

With regard to the project of the Law on Management and Use of State Capital Invested in Production and Business in Enterprises, the Ministry of Finance shall urgently develop and complete the dossier of the Law project and submit it to the Government within the assigned time limit. to submit to the Standing Committee of the National Assembly for consideration and decision.

The Ministry of Justice shall appraise it in a timely manner and improve the appraisal quality; assume the prime responsibility for, and coordinate with the Government Office in, strengthening monitoring, urging, and inspecting the implementation of the Law and Ordinance Development Program; send monthly reports to the Government at regular meetings on the progress of preparing projects and drafts under the Law and Ordinance Development Program of the National Assembly; collect statistics on projects and drafts that are behind schedule, fail to fully implement processes and procedures; and propose handling measures.

Decision 805/QD-TTg takes effect as of July 8, 2023.
