Circular 01/2020/TT-VPCP stipulates that the office of ministries, agencies, People's Committees at the provincial level, or units assigned the responsibility to oversee administrative procedures at ministries, agencies, and local authorities according to Clauses 1, 2 and 3, Article 2 have the duty to assist the Minister, the Head of an equivalent-level agency, the Head of an agency affiliated with the Government of Vietnam, and the Chairman of the People's Committee at the provincial level to carry out:

- Registration and management of high-level administrative accounts of ministries, agencies, and local authorities; assign permissions for accounts of officials and public employees of subordinate agencies and units, People's Committees at the district and commune levels to participate in the exploitation and use of the System according to corresponding groups including: Data entry, review, approval, administration; participate in updating the shared directories of the System.

- Use the System’s functionalities to carry out reporting policies within the scope of the management functions of the Agencies and units' responsibilities in managing, using, and exploiting the Information and Reporting System in Vietnam; cooperate with the Agencies and units' responsibilities in managing, using, and exploiting the Information and Reporting System in Vietnam in deploying periodic, specialized, and ad-hoc reporting software subsystems according to the regulations led by the Agencies and units' responsibilities in managing, using, and exploiting the Information and Reporting System in Vietnam built on the System; exploit aggregated information and data stored on the System in accordance with assigned functions and duties or exploit publicized information and data on the System for professional work

- Notify the Agencies and units' responsibilities in managing, using, and exploiting the Information and Reporting System in Vietnam (Agency for Administrative Procedure Control) immediately upon discovering errors, technical issues affecting the operation or security and information safety of the System; provide feedback to the Agencies and units' responsibilities in managing, using, and exploiting the Information and Reporting System in Vietnam to improve the management methods and perfection of the System.
