On December 25, 2012, the Ministry of Education and Training issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of the Ministry of Education and Training of Vietnam.

Article 11, which regulates the management of bilateral international cooperation tasks in science and technology at the ministry level of the Ministry of Education and Training of Vietnam, issued with Circular 56/2012/TT-BGDDT, stipulates that the Advisory Council for Bilateral International Cooperation Task Selection in science and technology is established by the decision of the Minister of Education and Training. Council members are reputable experts with high professional qualifications and deep understanding of the science and technology field of the task. The Advisory Council for Task Selection is responsible for evaluating the Explanation of Bilateral International Cooperation Tasks according to the criteria stipulated in Article 10 of this Regulation.
The Advisory Council for Bilateral International Cooperation Task Selection consists of 7 to 11 members, including the chairman, the secretary, 2 reviewers, and additional members. Among these, 2 members (for a 7-member council) or 3 to 4 members (for a 9 or 11-member council) are representatives of state management agencies and organizations applying research results of the task.
In the case where the bilateral international cooperation task is implemented in multiple phases, the Advisory Council for Task Selection evaluates the Explanation of the subsequent phases in combination with the results of the evaluation of previous phases.
The council's working procedures are as follows:
- The council convenes when at least 2/3 of the members are present.
- Meeting documents must be sent to the council members at least 5 days before the meeting.
- The council's chairman directly presides over the meeting. The council members evaluate the Explanation of Bilateral International Cooperation Tasks using the Explanation Evaluation Form (Form 6 Appendix I). Written opinions from absent members are for reference only.
