Regarding this issue, LawNet would like to answer as follows:

On March 8, 2024, the Minister of Natural Resources and Environment issued Decision 561/QD-BTNMT on the Administrative Reform Information and Propaganda Plan for 2024.

1. Objectives of the Administrative Reform Information and Propaganda Plan for 2024 of the Ministry of Natural Resources and Environment in Vietnam

- General objective

Strengthen information and propaganda work to raise awareness and responsibility for organizing and implementing administrative reform of officials and public employees in the process of performing public duties and tasks; at the same time, create consensus among people, organizations, and society on the implementation of administrative reform goals and tasks of the Ministry of Natural Resources and Environment.

- Detailed objectives:

+ Determine the content and form of information and propaganda about administrative reform suitable for each target group of individuals, agencies, and organizations.

+ Strengthen the responsibility of heads of units under the Ministry of Natural Resources and Environment in organizing and implementing information and propaganda work on administrative reform, contributing to raising awareness, a sense of responsibility, knowledge, and skills about administrative reform for officials and public employees; at the same time, coordinate and provide information to media and press agencies inside and outside the Ministry on the situation and results of implementing administrative reform tasks to ensure completeness, timeliness, and the right subjects.

2. Contents of the Administrative Reform Information and Propaganda Plan for 2024 of the Ministry of Natural Resources and Environment in Vietnam

Information and propaganda work on administrative reform in 2024 by the Ministry of Natural Resources and Environment focuses on the following main contents:

(1) The Party's views and policies, and the state's legal policies on administrative reform; situation and results of implementation of the Master Program on State Administrative Reform for the period 2021-2030, Administrative Reform Plan of the Ministry of Natural Resources and Environment for the period 2021-2025; direction and administration in implementing programs, work plans and administrative reform plans for 2024; Administrative reform index (PAR Index) and People's satisfaction index with the services of state administrative agencies (SIPAS); the roles and responsibilities of party committees, unions, and heads of agencies and units in implementing administrative reform tasks; advanced examples and initiatives in implementing administrative reform in units.

Unit in charge of providing information: Department of Personnel Organization.

Implementing unit: Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, and Natural Resources and Environment Communication Center.

(2) Situation and results of implementation of the Program for developing and promulgating legal documents (VBQPPL) in 2024; The focus is on developing and submitting to competent authorities the Geology and Mineral Law Scheme, documents detailing the Water Resources Law 2023 and the Land Law 2024; the work of reviewing, checking, and systematizing legal documents; merging legal documents; codifying the legal normative system; popularizing and educating the law; Control the regulations on administrative procedures in preparing requests to develop legal documents, Schemes, and draft legal documents.

Unit in charge of providing information: Department of Legal Affairs; the assigned units preside over the development of documents.

Implementing unit: Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, and Natural Resources and Environment Communication Center.

(3) Situation and results of implementation of the Plan for controlling administrative procedures in 2024; resolve administrative procedures and receive and process feedback and recommendations from organizations and individuals on administrative regulations in the field of natural resources and environment; deploy the plan to review and simplify internal administrative procedures for the period 2022–2025 of the Ministry of Natural Resources and Environment.

(4) Situation and results of review, evaluation and restructuring of business processes of online public services provided on the National Public Service Portal and the Ministry's Public Service Portal in a direction that is favorable for people and businesses, ensuring the principle of taking people and businesses as the center; digitize records and results of resolving administrative procedures that are still valid according to the Government's regulations in Decree 45/2020/ND-CP and Decree 107/2021/ND-CP, meet connection and data sharing requirements to resolve administrative procedures and provide public services; providing online public services throughout the process for eligible administrative procedures according to the provisions of Decree 42/2022/ND-CP dated June 24, 2022 of the Prime Minister; Exploit and use the Electronic Identity Exchange Platform, exploit and use operations on the National Public Service Portal.

Unit in charge of providing information: Department of Digital Transformation and Environmental Resources Data.

Implementing unit: Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, and Natural Resources and Environment Communication Center.

(5) Review, evaluate, and improve the functions, tasks, powers, organizational structure, coordination mechanism, and operational efficiency of units under the Ministry; Develop a network plan for public service units in the natural resources and environment sector to 2025 with a vision to 2030; amend, supplement, complete, or develop new regulations and regulations on personnel work to ensure proper implementation of Party and State regulations in the spirit of Resolution 7 of the 12th Central Committee; Build a list of job positions, training, and fostering of officials and public employees of the Ministry to meet the requirements of the new period.

(6) Improve financial mechanisms and policies, increase the responsibility of units, ensure efficiency, savings, and prevent waste.

Implementing unit: Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, and Natural Resources and Environment Communication Center.

(7) Promote the application of information technology in managing and operating the Ministry's activities; deploy and comply with the e-Government Architecture towards a digital government in the natural resources and environment sector; deploy and operate essential online public services approved under Scheme 06/CP and Decision 422/QD-TTg dated April 4, 2022 of the Prime Minister; and build and operate national and specialized databases in various fields.
