Regarding this issue, LawNet would like to answer as follows:
On January 31, 2024, the Minister of Home Affairs issued Decision 61/QD-BNV promulgating the Administrative Procedure Control Plan for 2024 of the Ministry of Home Affairs.
Under this plan, the focus is on implementing tasks related to administrative procedure control, administrative reform, and implementing the one-stop, one-stop interconnection mechanism in resolving administrative procedures to successfully achieve the objectives and targets assigned by the Government and the Prime Minister in 2024. The specific tasks include:
(1) Strengthening the dissemination and popularization of knowledge on administrative procedure control within the Ministry. Enhance information dissemination and guidance, and encourage citizens and businesses to actively participate in the implementation and use of online public services.
(2) Properly evaluate the impact and assess administrative procedures in proposed construction projects and draft legal documents to ensure that the procedures are properly authorized, necessary, reasonable, and at the lowest compliance cost.
(3) Timely update, publish, and disclose new administrative procedures, as well as modified, supplemented, replaced, or abolished procedures within the Ministry's management scope, on the national database of administrative procedures. This is to ensure that officials, civil servants, citizens, and businesses are aware of, comply with, and monitor the implementation of these procedures.
(4) Continuously review and simplify administrative procedures, control the issuance of new, modified, supplemented, or replaced procedures with a focus on simplification (eliminating cumbersome and overlapping procedures, removing unnecessary and unreasonable document requirements).
(5) Review and evaluate the structure of procedures for integrated online public services provided on the national public service portal, ensuring user-centric principles.
(6) Review and restructure procedures, digitize application forms, declarations, and results of administrative procedures to facilitate the improvement of efficiency in resolving administrative procedures in the electronic environment as regulated in Decision 06/QD-TTg dated January 6, 2022, by the Prime Minister approving the Project on developing population data applications, digital identification, and electronic authentication to serve the national digital transformation phase from 2022 to 2025, with a vision towards 2030.
(7) Continue to advise competent levels on amending and supplementing legal documents within the jurisdiction of the Government, the Prime Minister, and the Minister to organize the implementation of the delegated authority plan in resolving administrative procedures approved by the Prime Minister in Decision 1015/QD-TTg dated August 30, 2022.
(8) Comprehensive innovation of the one-stop, one-stop interconnection mechanism in resolving administrative procedures; focus on reviewing and addressing obstacles and shortcomings in administrative procedures; enhance the effectiveness of online public service provision; promote the comprehensive deployment of online public services; improve the quality of service to citizens and businesses in implementing administrative procedures and public services in real-time in the electronic environment to meet the targets and requirements.
(9) Continue to receive and deliver the results of administrative procedure resolution via postal public service according to Decision 45/2016/QD-TTg dated October 19, 2016 by the Prime Minister.
(10) Organize the strict implementation of receiving, processing, and resolving difficulties and obstacles of individuals and organizations related to administrative regulations and procedures; publicly announce the results of handling feedback and recommendations as required. Conduct inspections, verification, and clarification of acts that cause disturbances and difficulties in resolving administrative procedures and strictly handle relevant organizations and individuals according to regulations; promptly rectify the resolution of administrative procedures within the Ministry's jurisdiction.
(11) Enhance the application of information technology in resolving administrative procedures. Focus on digitizing and cleaning up data, integrating digitized records and results of administrative procedure resolution with the reception and resolution of administrative procedures, and synchronizing 100% of administrative procedure records and results on the Ministry's administrative procedure information system with the national public service portal. Promote the reuse of digitized data through connection and data sharing with the Personal and Organizational Data Management Repository on the national public service portal; strictly prohibit the requirement for citizens and businesses to provide information, documents, and results of administrative procedure resolution that have been digitized or shared from national and specialized databases according to regulations.
