Decree 52/2007/ND-CP adjusts the administrative boundaries of Nghi Trung commune, Nghi Long commune, Nghi Hoa commune, and Nghi Dien commune to expand the commune-level town Quan Hanh under Nghi Loc district as follows:

- Adjust 174.23 hectares of natural area and 1,532 inhabitants from Nghi Trung commune; 11.07 hectares of natural area and 253 inhabitants from Nghi Long commune; 132.6 hectares of natural area and 1,434 inhabitants from Nghi Hoa commune; 20.61 hectares of natural area and 97 inhabitants from Nghi Dien commune to be managed by commune-level town Quan Hanh.

- Quan Hanh town has 389.90 hectares of natural area and 5,114 inhabitants.

- Administrative boundaries of commune-level town Quan Hanh: East borders with Nghi Trung commune and Nghi Long commune; West borders with Nghi Dien commune and Nghi Hoa commune; South borders with Nghi Trung commune; North borders with Nghi Long commune and Nghi Hoa commune.

After adjusting the administrative boundaries:

- Nghi Trung commune remains with 783.58 hectares of natural area and 7,756 inhabitants.

- Nghi Hoa commune remains with 496.92 hectares of natural area and 5,512 inhabitants.

- Nghi Long commune remains with 658.17 hectares of natural area and 6,812 inhabitants.

- Nghi Dien commune remains with 689.44 hectares of natural area and 6,991 inhabitants.
