Recently, the Government of Vietnam has promulgated Decree 51/2007/ND-CP on the establishment of Tho Tang commune-level town, Thanh Lang commune-level town, and Gia Khanh commune-level town belonging to Vinh Tuong and Binh Xuyen districts, Vinh Phuc province in Vietnam.

Decree 51/2007/ND-CP establishes the commune-level town Gia Khanh under Binh Xuyen District on the basis of adjusting 81.20 hectares of natural area and 916 inhabitants of Thien Ke commune; the entire 857.55 hectares of natural area and 10,305 inhabitants of Gia Khanh commune in Vietnam. To be specific:
- Gia Khanh town will have a natural area of 938.75 hectares and a population of 11,221 inhabitants.
- The administrative boundaries of commune-level town Gia Khanh: East borders Thien Ke commune, Binh Xuyen District and Minh Quang commune, Tam Dao District; West borders Kim Long commune, Tam Duong District, and Huong Son commune, Binh Xuyen District; South borders Huong Son commune, Thien Ke commune, Binh Xuyen District; North borders Hop Chau commune, Minh Quang commune, Tam Dao District.
As a result, after the adjustment, Thien Ke commune's administrative boundary will remain 1,178.24 hectares of natural area and 6,041 inhabitants. Binh Xuyen District will have 13 administrative units directly under its management, including: Dao Duc, Tan Phong, Son Loi, Quat Luu, Tam Hop, Huong Son, Thien Ke, Ba Hien, Phu Xuan, Trung My communes and the commune-level towns: Huong Canh, Gia Khanh, Thanh Lang.
