On December 13, 2007, the Government of Vietnam issued Decree 181/2007/ND-CP adjusting the administrative boundaries of Dong Hung District, Kien Xuong District, and Vu Thu District to expand Thai Binh City, Thai Binh Province.

Decree 181/2007/ND-CP adjusts the administrative boundaries of Dong Hung district, Kien Xuong district, Vu Thu district to expand Thai Binh city. To be specific:
Adjust 665.55 hectares of natural area and 10,789 inhabitants (including the entire natural area and population of Dong Tho and Dong My communes) from Dong Hung district; 1,394.23 hectares of natural area and 18,112 inhabitants (including the entire natural area and population of Vu Lac and Vu Dong communes) from Kien Xuong district; 379.41 hectares of natural area and 4,674 inhabitants (including the entire natural area and population of Tan Binh commune) from Vu Thu district to Thai Binh city for management.
After the adjustment of the administrative boundaries, Thai Binh city has 6,771.35 hectares of natural area and 178,183 inhabitants, with 18 subordinate administrative units, including wards: Le Hong Phong, De Tham, Quang Trung, Bo Xuyen, Ky Ba, Phu Khanh, Tran Lam, Tien Phong and communes: Dong Hoa, Hoang Dieu, Phu Xuan, Vu Chinh, Vu Phuc, Dong Tho, Dong My, Vu Lac, Vu Dong, Tan Binh.
Boundaries of Thai Binh city: Southeast and South border Kien Xuong district; West and Southwest border Vu Thu district; North border Dong Hung district.
