Adjustment of Monthly Allowance for Retired Elderly Commune Officers from July 1, 2024 in Vietnam

Recently, the Ministry of Home Affairs has adjusted the monthly allowance for retired elderly commune officials effective from July 1, 2024.

On July 5, 2024, the Minister of Home Affairs issued Circular 8/2024/TT-BNV guiding the implementation of the adjustment of monthly allowance for retired elderly commune officers in Vietnam.

Adjustment of Monthly Allowance for Retired Elderly Commune Officers from July 1, 2024 in Vietnam​

From July 1, 2024, the monthly allowance for retired elderly commune officers will be adjusted in accordance with Article 2 of Decree 75/2024/ND-CP on adjustments to pensions, social insurance allowances, and monthly allowances as follows:

- Increase by 15% the monthly allowance based on the allowance received as of June 2024 for retired elderly commune-level officials receiving monthly allowances as per Decision 130-CP of the Government Council of Vietnam in 1975, which supplemented policies for commune-level officials, and Decision 111-HDBT of the Council of Ministers in 1981, amending and supplementing several policies for commune-level officials (hereafter referred to as elderly retired commune-level officials).

The monthly allowance from July 1, 2024, is calculated as follows:

| Monthly Allowance from July 1, 2024 | = | Allowance as of June 2024 | x | 1.15 

Where: The allowance as of June 2024 is the allowance specified in Clause 3, Article 2 of Circular 11/2023/TT-BNV guiding the implementation of the adjustment of monthly allowance for retired elderly commune officers.

3. Based on the regulations in Clauses 1 and 2 of this Article, elderly retired commune-level officials will receive the monthly allowance from July 1, 2023, as follows (rounded):

a) For officials who were the Secretary of the Communist Party Committee, Chairman of the Commune People's Committee, Deputy Secretary, Deputy Chairman, Permanent Member of the Communist Party Committee, Secretary of the Commune People's Committee, Secretary of the Commune People's Council, Militia Commander, Chief of the Commune Police: 3,000,000 VND/month;

b) For other titles: 2,817,000 VND/month.

- From July 1, 2024, after adjusting the monthly allowance for elderly retired commune-level officials, if the allowance is less than 3,500,000 VND/month, the following adjustments will be made:

+ Increase by 300,000 VND/person/month for those receiving a monthly allowance of less than 3,200,000 VND/person/month;

+ Increase to 3,500,000 VND/person/month for those receiving a monthly allowance from 3,200,000 VND/person/month to less than 3,500,000 VND/person/month.

- Based on the above regulations, elderly retired commune-level officials, including those who were the Secretary of the Communist Party Committee, Chairman of the Commune People's Committee, Deputy Secretary, Deputy Chairman, Permanent Member of the Communist Party Committee, Secretary of the Commune People's Committee, Secretary of the Commune People's Council, Militia Commander, Chief of the Commune Police, and other titles, will receive a monthly allowance of 3,500,000 VND/month from July 1, 2024.
