Regarding this issue, LawNet would like to answer as follows:
This content is mentioned in Decision 366/QD-BCT dated February 21, 2024, on the Implementation Plan for Vietnam's Hydrogen Energy Development Strategy until 2030 and the vision to 2050, issued by the Minister of Industry and Trade.
Specifically, the implementation plan for Vietnam's Hydrogen Energy Development Strategy until 2030 and the vision to 2050 by the Ministry of Industry and Trade will include the following:
- Organizing the publication and dissemination of the hydrogen energy strategy
- Developing the implementation plan for the hydrogen energy strategy by the Ministry of Industry and Trade
- Monitoring the implementation and evaluating the progress of the hydrogen energy strategy
- Reviewing, proposing amendments, and additions to the legal documents on hydrogen energy in order to facilitate the development of hydrogen energy
- Proactively and actively cooperating internationally in the field of hydrogen energy to maximize opportunities, overcome challenges, mobilize and efficiently use investment resources from external sources, absorb international experience, promote technology transfer, and gain knowledge in hydrogen energy
- Coordinating with relevant ministries and agencies to amend and supplement mechanisms and policies to promote the development of the hydrogen energy industry
- Monitoring and promoting the implementation of green hydrogen and green ammonia projects in line with the state management function and tasks of the Ministry of Industry and Trade
- Collaborating with the Ministry of Science and Technology in building research programs on production technology, storage technology, distribution technology, and utilization technology of hydrogen and carbon capture and storage/utilization (CCS/CCUS), with a focus on clean hydrogen production
- Reviewing, proposing amendments, and additions to national standards and regulations in the fields of hydrogen production, utilization, storage, transportation, and carbon capture and storage/utilization (CCS/CCUS) in accordance with international regulations and standards
- Regularly updating scientific and technological advancements in hydrogen energy worldwide; coordinating with units to absorb, apply, and master hydrogen energy technology
- Reviewing, amending, and developing regulations, standards, and technical regulations on environmental, occupational safety, fire, explosion, industrial hygiene, and contingency scenarios suitable for the field of hydrogen energy
- Promoting the process of converting fuel in coal-fired power plants to ammonia, hydrogen,...
- Monitoring and promoting offshore wind power projects, renewable energy projects, etc. to create a foundation for hydrogen energy development
- Adding renewable energy development policies, including hydrogen energy, to the amended Electricity Law to establish a solid, transparent, and favorable legal framework for the sustainable development of new and renewable energy
- Reviewing to ensure consistency and coherence between Vietnam's Power Industry Development Strategy until 2030, the vision to 2050, the Hydrogen Energy Strategy, and related strategies and plans (National Power Development Plan for the period 2021-2030, the vision to 2050; Comprehensive National Energy Plan for the period 2021-2030, the vision to 2050...)
- Monitoring, promoting, and encouraging the use of hydrogen energy in industrial sectors such as green steel production, cement, etc.
- Integrating communication on the necessity and benefits of developing clean energy in general, and hydrogen energy in particular in the field of energy-saving, efficient production and consumption in order to reduce greenhouse gas emissions and respond to climate change in the industry and trade sector
