Additional Income Payment for Officials and Employees

The payment of additional income to officials and employees is carried out in accordance with the provisions at point g, Clause 8, Article 3 of Joint Circular 71/2014/TTLT-BTC-BNV.

The salary fund for additional income payments for officials and employees is determined according to the following formula:

QTL = Lmin x K1 x K2 x L x 12 months

In which:

- QTL: The salary fund for the grade, rank, position of the agency that is allowed to pay the maximum additional income in the year;- Lmin: The statutory pay rate (VND/month) currently prescribed by the state;- K1: The adjustment coefficient for additional income (maximum not exceeding 1.0 times);- K2: The average salary coefficient for the grade, rank, position of the agency;- L: The number of assigned personnel and indefinite-term contract employees for certain positions as prescribed by law and approved by the competent authority.

Example: Unit A has a total number of approved assigned personnel and indefinite-term contract employees of 5 people. Therefore, within the scope of the saved funding, unit A establishes a fund to pay additional income for CB, CC, VC, and employees as follows:

QTL = 1,390,000 (current statutory pay rate) * 1 (maximum adjustment coefficient, ranging from 0.1-1) * [(1.86 + 2.04 + 2.55 + 2.73 + 2.86)/5] (average salary coefficient for the grade, rank) * 5 * 12 = 200,827,200

Note:

- The maximum additional salary fund coefficient must not exceed 1.0 times the salary for the grade, rank, position prescribed by the state to pay additional income for officials and employees;- The agency exercising autonomous policy decides on the plan to pay additional income for each official and employee (or for each subordinate department) based on the principle of linking to the efficiency and results of each person's work (or each subordinate department);- Whoever or whichever department contributes to saving costs and has high work efficiency will receive a higher additional income; equal average distribution or distribution based on the salary coefficient is not implemented. The specific payment level is decided by the Head of the agency after reaching a consensus with the agency's trade union organization.
