On September 12, 2024, the Ministry of Labor, Invalids and Social Affairs of Vietnam issued Official Dispatch 4251/BLDTBXH-CTE regarding the organization of the Mid-Autumn Festival 2024.
It is known that on July 15, 2024, the Ministry of Labor, Invalids and Social Affairs of Vietnam issued Official Dispatch 3099/BLDTBXH-CTE regarding the organization of the Mid-Autumn Festival 2024 with the following guidance:
- Allocate funds from the state budget; mobilize resources from organizations and individuals to visit, gift Mid-Autumn Festival presents for children; especially focusing on children with special circumstances, children from poor households, near-poor households, children in ethnic minority areas, remote areas, border, islands, orphans, and children affected by natural disasters and epidemics.
- Direct the Department of Labor, Invalids and Social Affairs to cooperate with provincial departments and authorities as well as relevant units to organize safe, healthy, practical, and economical Mid-Autumn Festival activities for children; coordinate activities to link the traditional values of the Mid-Autumn Festival with tourism promotion events, and showcase cultural and culinary products unique to each region and locality. Simultaneously, encourage the organization of entertaining activities to create opportunities for children with special circumstances and children from socio-economically disadvantaged areas to participate.
- Focus on protecting children's health, particularly food safety and hygiene; protect children from the influence of violent, anti-educational, low-quality, toxic, dangerous, and inappropriate products, toys, and games.
Report the results of Mid-Autumn Festival activities for children (appendix attached) to the Ministry of Labor, Invalids and Social Affairs of Vietnam (via the Children's Bureau, 35 Tran Phu Street, Ba Dinh District, Hanoi; telephone: 024.37475628) before September 27, 2024.
However, because many provinces and cities in the Northern region are focusing on overcoming the aftermath of the No. 3 storm and post-storm flooding, in Official Dispatch 4251/BLDTBXH-CTE, the Ministry of Labor, Invalids and Social Affairs of Vietnam requests the People's Committees of provinces and cities to include the following additional directives to their Departments, sectors, and local People's Committees in organizing the Mid-Autumn Festival 2024:
- Pay attention and care to organizing Mid-Autumn Festival 2024 activities for children in an appropriate manner, ensuring safety, economy, and substance without showiness, particularly in areas affected by storm No. 3 and post-storm flooding and natural disasters; absolutely refrain from organizing events with large gatherings of children and people, unsafe event venues, or transportation due to the influence of natural disasters and flooding; instead, consider organizing online, on television, and send gifts to children (if possible).
- Program, activities, events, and Mid-Autumn Festival should be simplified, reducing entertainment pieces. The main content should include reading the letter from the General Secretary and State President to children on the occasion of the Mid-Autumn Festival 2024; prioritizing gifts to children with special circumstances, children from poor households, near-poor households, children in ethnic minority areas, remote areas, border, islands, orphans, and children affected by natural disasters, storms, and floods.
- On the occasion of Mid-Autumn Festival 2024 activities, enhance the education of solidarity, mutual affection, and "the good leaves protect the worn-out leaves" spirit for children; inform and update about the impact of storms and flooding in localities, and mobilize the sharing, contributions, and support from children, families, and the community so that children affected by storms and flooding can soon return to school and stabilize their lives.
