I know that the State Bank has just issued Circular 14/2022/TT-NHNN regulating the rank of bank civil servants. Are there additional ranks of specialized banking civil servant? - Thuy Mai (Dong Nai)

On October 31, 2022, the SBV issued Circular 14/2022/TT-NHNN regulating codes, professional standards, and salary rankings for specialized banking civil servant ranks.

1. Additional civil servant ranks of Currency - Treasury officers at the Bank in Vietnam

- Senior bank controller: Code 07.044;

- Main bank controller: Code 07.045;

- Bank controller: Code 07.046;

- Storekeeper, bank treasurer: Code 07.048;

(Compared to Circular 12/2019/TT-NHNN, warehouse keeper and treasurer are defined as 02 positions and have 2 separate codes as follows:

- Bank warehouse keeper: Code 07.048;

- Bank treasurer: Code 06.034).

- Currency - Treasury Officer: Code 07.047

(New civil servant rank added)

In addition, Circular 14/2022/TT-NHNN has removed regulations on the Bank Audit rank in Vietnam.

2. Tasks and standards of the newly added rank of Currency - Treasury Officer in Vietnam

- Position: A professional civil servant specializing in Banking, performing duties to serve Treasury work, arranged in job positions at units of the State Bank.

- Tasks:

+ Carry out delivery, counting, classification, selection, packaging, loading, unloading, and transportation of cash, precious assets, and valuable papers;

+ Take responsibility for cash, precious assets, and valuable papers within the assigned scope of preservation, transportation, loading and unloading, counting, classifying, selecting, and packaging;

+ Monitor, record, and update books, cash documents, precious assets, valuable papers, and other books fully, clearly, and accurately;

+ Comply with regulations on inventorying assets at the end of the day and entering the vault to preserve assets at the end of daily working hours;

+ Make relevant statistical reports when assigned;

+ Instruct customers to comply with rules and regulations during transactions and guide customers on identifying and exchanging money that does not meet circulation standards according to regulations;

+ Detect counterfeit money, suspected counterfeit money, and money destroyed when performing assigned tasks;

+ On-site inspection of conditions to ensure safety for the export and import of assets in the vault and when organizing loading, unloading, and incoming and outgoing transportation according to orders of competent authorities when assigned;

+ Check vault safety during working hours; control and monitor people allowed to work in the vault; Check compliance with regulations on entering and exiting the vault; have the right to check and review people entering and exiting the vault when in doubt;

+ Implement norms for counting, collecting, and spending money.

- Standards for professional and professional capacity:

+ Firmly grasp the regimes and policies on cash management, warehouse management, and fund management of the State Bank;

+ Firmly grasp the State Bank's regulations on exchanging torn, damaged, or unqualified money for circulation;

+ Proficient in classifying money, distinguishing real money from fake money; regulations and professional processes on checking, counting, packaging, delivering, and receiving money; cash collection and payment procedures; and cash preservation;

+ Instruct customers to properly comply with procedures for receiving and depositing money at the bank;

+ Be proficient in using money-counting machines and other support tools.

- Standards for training and fostering qualifications: Have an intermediate diploma or higher with a major in economics, finance, banking, accounting, or auditing.

Note:

- For civil servants currently holding the rank of Treasury Auditor (rank code: 07.047), according to the provisions of Circular 12/2019/TT-NHNN, they will be transferred to the rank of Currency - Treasury Officer (rank code: 07.047).

- In cases where civil servants do not meet the conditions and standards to transfer salary to the rank of Storekeeper, bank treasurer, or Currency - Treasury Officer, they will continue to be ranked according to the current civil servant rank within 5 years from January 1, 2023.

Within 03 years from January 1, 2023, if a civil servant has more than 5 years of service remaining at the time of retirement, the agency employing the civil servant must arrange for the civil servant to study to improve his or her qualifications ensuring adequate standards for the rank of storekeeper, bank treasurer, and the rank of Currency - Treasury Officer.

In cases where civil servants are sent to study to improve their qualifications but do not participate in the study or the study results do not meet the requirements, the agency employing the civil servant shall report to the civil servant management agency to consider re-arranging work to suit the training level or streamlining the payroll according to the provisions of law.

Circular 14/2022/TT-NHNN takes effect on January 1, 2023, replacing Circular 12/2019/TT-NHNN.
