Additional cases of officials subject to refresher training for senior specialist grade in Vietnam

On June 25, 2024, the Ministry of Home Affairs issued Decision 449/QD-BNV to include those holding leadership or managerial positions into the training subjects of the refresher course for senior specialist grade for officials in Vietnam and its equivalents (hereinafter referred to as the Program) as per Decision 422/QD-BNV dated June 2, 2022. Consequently, the training subjects of the Program include:

- Advanced officials and their equivalents, public employees holding career positions of rank I in administrative, general, office management, personnel organization, planning, finance departments, and other positions without career titles or not engaged in professional activities of public service providers who do not have certificates for the refresher course for senior specialist grade for officials in Vietnam.

- officials of official rank and equivalents, public employees holding career positions of rank II in administrative, general, office management, personnel organization, planning, finance departments, and other positions without career titles or not engaged in professional activities of public service providers who have certificates of completion for the intermediate official training program.

- officials, public employees currently holding leadership or managerial positions or those planned for such positions as per authority, for which state management competency standards mandate a certificate of training in state management knowledge and skills for advanced officials and equivalents.

- Other subjects as per the law's provisions.

Objectives of the refresher course for senior specialist grade for officials in Vietnam

The objectives of the refresher course for senior specialist grade for officials in Vietnam issued with Decision 422/QD-BNV dated June 2, 2022 are as follows:

- General Objectives:

To supplement and enhance knowledge of state management and develop corresponding skills in fulfilling assigned duties and powers of advanced officials and equivalents, thereby contributing to the formation of a body of officials and public employees with ethical qualities, political courage, competence, professionalism, and dedication in serving the nation and the people.

- Specific Objectives:

+ To supplement and enhance knowledge of the state and law, national governance, and state management for advanced officials and equivalents.

+ To develop skills for advanced officials and equivalents ensuring effective and efficient performance of assigned duties and powers.

+ To contribute to enhancing the qualities, sense of responsibility, service attitude, proactiveness, and creativity of advanced officials and equivalents in fulfilling assigned duties and powers.

Scope of knowledge and duration of training

Scope of knowledge and duration of the refresher course for senior specialist grade for officials in Vietnam issued with Decision 422/QD-BNV dated June 2, 2022 includes:

- Scope of knowledge

The Program consists of 27 teaching specialties and 06 reporting specialties (including optional reporting specialties suitable for the participants), field trips, project writing, and testing, specifically:

+ Part I: Knowledge, including 13 specialties and 03 reporting specialties;

+ Part II: Skills, including 14 specialties and 03 reporting specialties;

+ Part III: Field trips, testing, project writing.

- Training Duration: The total training duration is 08 weeks with a total of 320 periods (8 periods/day), including:
