This is one of the notable provisions stipulated in Decree 161/2018/ND-CP amending and supplementing several regulations on the recruitment of officials and public employees, promotion of officials, and upgrading the ranks of public employees.

To be specific:, according to the amendments and supplements under Decree 161/2018/ND-CP, candidates applying for officials and public employees in 2019 will be exempt from the foreign language test (in round 1) in the following 03 cases:
- Holding a university or postgraduate degree in foreign languages;
- Holding a university or postgraduate degree from abroad or a university or postgraduate degree at an institution in Vietnam teaching in a foreign language;
- An applicant for officials and public employees working in ethnic minority areas who is an ethnic minority person or has a certificate in an ethnic minority language recognized by a competent authority. (This is an additional case compared to the regulations under Decree 24/2010/ND-CP).
Additionally, according to Decree 161, candidates applying for officials and public employees will also be exempt from the computer science test (in round 1) if they hold a diploma from an intermediate level or higher in information technology, computer science or mathematics-computer science.
Thus, Decree 161 has expanded the conditions for exemption from the computer science test for candidates compared to the previous regulation in Decree 24/2010/ND-CP, specifically, previously, there was only one case exempted from the computer science test in the recruitment of officials and public employees, which was those holding an intermediate level or higher diploma in information technology.
