Special statistical surveys in science and technology are conducted to collect critical and unique statistical information necessary for state management requirements of the Ministry of Science and Technology, but are not among the regular statistical surveys in science and technology stipulated by the Ministry of Science and Technology in the Appendix issued together with Circular 04/2018/TT-BKHCN.

According to the provisions of Article 5 of Circular 04/2018/TT-BKHCN, the Minister of Science and Technology shall decide to organize ad-hoc scientific and technological statistical investigations and assign a unit under the Ministry to take charge of implementation when directed by a competent authority or for the management, direction, and administration needs of the Ministry of Science and Technology.

The responsibilities of the unit assigned to conduct ad-hoc scientific and technological statistical investigations are stipulated as follows:

- Develop plans and solutions for ad-hoc scientific and technological statistical investigations according to legal regulations.- Implement ad-hoc scientific and technological statistical investigations after the plans and solutions have been approved by the Minister of Science and Technology;- Process, aggregate the results of ad-hoc scientific and technological statistical investigations and report to the Minister of Science and Technology.
