Activities Required to be Recorded in the Ship's Oil Logbook

The Ministry of Transport recently signed and issued Circular 09/2019/TT-BGTVT, promulgating the National Technical Regulation on Ship's Marine Pollution Prevention Systems.

Vessels with a total tonnage of 150 or more and non-oil vessels with a total tonnage of 400 or more must be equipped with an oil logbook to record tasks related to the following activities:

Engine Room Activities

- Ballasting into fuel oil tanks or cleaning of fuel oil tanks;- Discharging dirty ballast water or washing water from fuel oil tanks;- Collecting and disposing of oil residues;- Discharging overboard or other forms of disposal of oily bilge water accumulated in the engine room;- Loading fuel oil or lubricating oil.

Cargo/Ballast Operations for Oil Tankers

- Loading cargo oil into the vessel;- Internal transfer of cargo oil en route;- Discharging cargo oil from the vessel;- Ballasting cargo oil tanks and clean ballast tanks;- Cleaning cargo oil tanks, including crude oil washing;- Discharging ballast water except for discharging ballast water from segregated ballast tanks;- Discharging water from settling tanks;- Closing all valves or similar devices after operations discharging from settling tanks;- Closing all necessary valves to segregate clean ballast tanks from cargo tanks and washing lines after operations discharging from settling tanks;- Disposing of oil residues.
