Regarding this matter, LawNet would like to answer as follows:
(1) Organization of the Launching Ceremony for the Month of Action for Occupational Safety and Health in 2024
* Activities of the Central Steering Committee for the Month of Action for Occupational Safety and Health:
The Central Steering Committee for the Month of Action for Occupational Safety and Health will organize the Launching Ceremony for the Month of Action for Occupational Safety and Health in conjunction with the Month of Workers in 2024.
The scale and organization method are as follows:
- Time: Expected on the morning of April 26, 2024 (Friday).
- Venue for the Launching Ceremony: in Hanoi.
- Co-chairpersons: Ministry of Labor - Invalids and Social Affairs and Vietnam General Confederation of Labor.
- Expected program content of the launching ceremony:
+ Screening of a documentary/report providing an overview of the results and tasks of occupational safety and health by the Ministry of Labor - Invalids and Social Affairs and the implementation of the Month of Workers by the Vietnam General Confederation of Labor.
+ Launching of the Month of Action for Occupational Safety and Health and the Month of Workers in 2024 by the Government's leaders and/or the Head of the Central Steering Committee for the Month of Action for Occupational Safety and Health, the Minister of Labor - Invalids and Social Affairs, and the Chairman of the Vietnam General Confederation of Labor.
+ Commendation of works of occupational safety and health and good organization of the Month of Action for Occupational Safety and Health and the Month of Workers in 2023.
+ Visiting and giving gifts to victims and their families of occupational accidents or occupational diseases at the Launching Ceremony (estimated to be around 8-10 cases).
- Scale and participants in the Launching Ceremony: about 500 people, including representatives of member agencies of the Steering Committee, ministries, central authorities, representatives of Departments of Labor - Invalids and Social Affairs, Labor Unions, and the Departments of Health of provinces and cities; representatives of employers, workers, enterprises, associations, workers, farmers, vocational school students, journalists...
- Before, during, and after the Launching Ceremony, the Central Steering Committee for the Month of Action for Occupational Safety and Health will assign and organize 4-5 delegations to visit, encourage victims and their families of occupational accidents or occupational diseases, who are facing difficulties; organize some practical visits to inspect the implementation of occupational safety and health work and the response to the Month of Action for Occupational Safety and Health, the Month of Workers, and occupational safety and health work in some localities, corporations, and companies with a large number of workers or high risks of occupational accidents or occupational diseases.
* At ministries, central authorities, and localities: Depending on the conditions of the ministry, department, or locality, they will organize rallies or activities to respond to the Month of Action for Occupational Safety and Health and the Month of Workers in 2024 that are suitable for the conditions and characteristics of the ministry, department, or locality.
(2) Organizing topic-specific activities and events during the Month of Action for Occupational Safety and Health in 2024
- Strengthen and diversify information and communication activities to raise awareness and consciousness about ensuring safety, health, and life for workers and the general public through mass media and social media platforms; timely disseminate information about the causes of occupational accidents, occupational diseases, and incidents to prevent occupational accidents, occupational diseases, and fire prevention in enterprises, production facilities, and communities.
- Enhance the implementation of specific action programs on ensuring occupational safety, health, preventing occupational accidents, occupational diseases, fire prevention, and stress reduction in the workplace and supply chains of goods and services; focus on improving working conditions and creating a Safe - Green - Clean - Beautiful - Friendly working environment.
- Improve the quality of training activities on occupational safety, health, with a focus on practical training and safety skills for workers; strengthen dialogue, policy clarification, and addressing challenges in occupational safety and health at all levels, from central to local, in enterprises, and establishments to enhance the effectiveness of implementing the Law on Occupational Safety and Health and relevant guidelines; review, identify, and assess hazards and risks in occupational safety and health, especially in high-risk industries, occupations, and jobs such as working at heights, welding, working in confined spaces, construction, mining, electricity use, etc.
- Strengthen advisory activities, provide information, and guidance on occupational safety, health measures in enterprises and establishments; intensify inspections and checks in certain industries and sectors where there are many occupational accidents such as construction, production of construction materials, mining, working in confined spaces, using electricity, pressure equipment, chemicals, using machinery, equipment, and materials with strict requirements on occupational safety and health, craft villages, industrial clusters...; inspect and self-inspect regulations, processes on occupational safety, health in enterprises, factories, workshops, teams, and groups to detect deficiencies, safety and health risks and propose solutions to ensure occupational safety and health.
- Organize activities to visit and give gifts to victims and their families of occupational accidents, occupational diseases to share losses and encourage families to overcome difficulties and stabilize their lives; at the same time, integrate with strengthening communication activities about the consequences of occupational accidents, occupational diseases to raise awareness, and disseminate to the community, enterprises, and workers.
(3) Organizing commendations regarding occupational safety and health
Based on the Law on Emulation and Commendation, the guidance on commendation and reward from ministries, central authorities, and localities, and the achievements of collectives and individuals in occupational safety and health, organizations will give commendations and rewards to collectives and individuals with outstanding achievements in occupational safety and health during the Month of Action for Occupational Safety and Health.
For forms of commendation for occupational safety and health under the jurisdiction of the Ministry of Labor - Invalids and Social Affairs: the Ministry of Labor - Invalids and Social Affairs will provide detailed guidelines later.
