On February 29, 2024, the General Director of Vietnam Social Security issued Decision 249/QD-BHXH on the Action Program of Vietnam Social Security to implement Decision 38/QD-TTg dated January 11, 2024, of the Prime Minister.

Regarding this matter, LawNet would like to answer as follows:

The Program aims to achieve the following objectives:

(1) General objectives

To strictly, synchronously, and effectively implement the strategy for building and developing the Vietnam Social Security industry in a professional and modern direction, ensuring efficient and effective operations, and ensuring the successful implementation of social insurance, unemployment insurance, and health insurance policies and regulations. Gradually expand the coverage of social insurance and health insurance towards the goal of universal social insurance and health insurance, in line with the Party's viewpoints, policies, and orientations, as well as the National Assembly, Government, and Prime Minister's guidelines.

(2) Specific objectives

* By 2025

- Strive to have approximately 45% of the working-age population participating in social insurance, with farmers and workers in the informal sector accounting for about 2.5% of the working-age population participating in voluntary social insurance. Approximately 55% of retired individuals receive monthly pensions, social insurance, and social retirement benefits. About 35% of the working-age population participates in unemployment insurance. Over 95% of the population participates in health insurance.

- Achieve a satisfaction level of at least 90% among the public and businesses regarding administrative procedures. The satisfaction index of participants in social insurance is over 85%.

- Over 68% of social insurance and health insurance benefits are paid through non-cash payment methods in urban areas.

- Promote digital transformation and enhance the efficiency and effectiveness of operations:

(1) Provide 100% online public services on various access devices, including mobile devices.

(2) Process 95% of the work records of the Vietnam Social Security sector on the network environment (excluding classified work records of the state).

(3) 100% of social insurance, unemployment insurance, and health insurance participants have electronic transaction accounts and have installed the Vss-ID application to track the process of contribution and enjoyment of social insurance, unemployment insurance, and health insurance benefits, as well as to look up information and perform online public services.

(4) 100% of people participating in health insurance have been issued citizen identification cards that can be used instead of health insurance cards when seeking medical treatment.

* By 2030

- Strive to have approximately 60% of the working-age population participating in social insurance, with farmers and workers in the informal sector accounting for about 5% of the working-age population participating in voluntary social insurance. Approximately 60% of retired individuals receive monthly pensions, social insurance, and social retirement benefits. About 45% of the working-age population participates in unemployment insurance. Over 97% of the population participates in health insurance.

- Achieve a satisfaction level of at least 95% among the public and businesses regarding administrative procedures. The satisfaction index of participants in social insurance reaches 90%.

- Over 75% of social insurance and health insurance benefits are paid through non-cash payment methods in urban areas.

- Continue to promote digital transformation, research, and develop the information technology system of the Vietnam Social Security sector to meet the requirements in the new situation, integrating, interconnecting, linking, and processing data centrally:

(1) Complete the construction of the national insurance database.

(2) Connect, interconnect, and share data between the national insurance database, the national population database, and other national and specialized databases to implement public services and facilitate citizens and labor users, as well as to carry out inspections and control based on big data.

(3) Restructure and apply modern technology to 100% of information systems related to citizens, organizations, and businesses in the Vietnam Social Security sector, putting them into operation and exploitation through integrated and data-sharing platforms.

(4) Process 100% of the work records of the Vietnam Social Security sector on the network environment (excluding classified work records of the state).
