On February 2, 2024, the Ministry of Transport issued Decision 123/QD-BGTVT on the Action Plan to Prevent Smuggling, Commercial Fraud, and Counterfeit Goods in Vietnam for 2024 by the Ministry of Transport.
The specific objectives and requirements of the Action Plan to Prevent Smuggling, Commercial Fraud, and Counterfeit Goods in 2024 by the Ministry of Transport include:
- Thoroughly implementing the instructions and resolutions of the Party, the Prime Minister, the National Steering Committee 389, and the Ministry of Transport on combating smuggling, commercial fraud, and counterfeit goods; combating and preventing the decline in political ideology, ethics, and lifestyles of officials, civil servants, and law enforcement forces, building a clean and strong internal system. Emphasizing the responsibility of leaders and linking their accountability to the results of their work.
- Identifying targets, routes, areas, and priority goods, strengthening control at border checkpoints, roads, railways, seas, rivers, airways, and other open routes; areas near the border where goods are concentrated; wholesale markets; commercial centers; agents; grocery stores, etc. Clearly assigning responsibility for managing and controlling areas to each local and central functional agency located in those areas; controlling acts of exploiting e-commerce trading platforms, online buying and selling, social networks (Facebook, Zalo, etc.) for trading prohibited goods, counterfeit goods, goods of unknown origin, and intellectual property rights violations.
- Continuously and effectively implementing Resolution No. 41/NQ-CP dated June 9, 2015, and directives from the Government, the Prime Minister, and the National Steering Committee 389 on the prevention and control of smuggling, commercial fraud, and counterfeit goods.
- Continuing to implement Decision No. 382/QD-BGTVT dated July 7, 2017, of the Minister of Transport on the issuance of the implementation plan for Plan 410/KH-BCD389 of the National Steering Committee 389 to strengthen inspection, examination, control, and combat against smuggling, fraud, and illegal trade of petroleum.
- Continuing to fully implement Plan 11/KH-BCD 389 of the National Steering Committee 389 on strengthening prevention and control of smuggling, production, and trading of pharmaceuticals, cosmetics, functional foods, medicinal materials, and traditional medicines in Document No. 9485/BGTVT-VT dated August 24, 2018, of the Ministry of Transport to relevant units.
- Continuing to implement Decision No. 1928/QD-BGTVT dated October 13, 2020, of the Minister of Transport on the issuance of the plan to enhance the fight against smuggling, commercial fraud, and counterfeit goods in e-commerce activities, in accordance with Plan 399/KH-BCD389 dated October 10, 2020, of the National Steering Committee 389.
- Continuing to implement Decision No. 1611/QD-BGTVT dated December 8, 2022, of the Minister of Transport on the issuance of the plan to enhance the fight against smuggling, commercial fraud, and illegal transportation of goods through international airports.
- Continuing to implement Plan 92/KH-BCD389 dated September 13, 2022, of the National Steering Committee 389 on strengthening the fight against smuggling, commercial fraud, and counterfeit goods on border routes, coastal areas, and domestic areas.
- Implementing Directive No. 29/CT-TTg dated December 6, 2023, of the Prime Minister on preventing smuggling, illegal transportation of animals, and animal products; effectively controlling diseases; developing sustainable livestock farming, ensuring food supply.
- Recognizing the fight against smuggling, commercial fraud, and counterfeit goods as one of the important political tasks of party committees, governments, organizations, and officials and civil servants in the transportation sector.
- Strengthening extensive propaganda through various forms to organizations and individuals about legal regulations and policies on not transporting goods without invoices or documents or goods with unclear origins, including coordination with relevant functional agencies to tightly control transportation hubs (bus stations, train stations, ports, etc.) and weigh stations.
- Creating clear changes, improving the effectiveness of coordination between the functional forces of the transportation sector and other relevant sectors in the fight against smuggling, commercial fraud, and counterfeit goods.
- Ensuring close, timely, and effective coordination among functional forces, the public, and media agencies participating in the fight against smuggling, commercial fraud, and counterfeit goods.
- Strengthening strict enforcement of legal regulations against organizations and individuals involved in smuggling, commercial fraud, and counterfeit goods. In particular, those who are in charge and responsible for smuggling, commercial fraud, and counterfeit goods within their respective sectors should be held accountable.
- Limiting and effectively preventing violations related to smuggling, commercial fraud, and counterfeit goods on road, rail, inland waterways, air, and maritime routes.
- Organizing training on knowledge and skills to combat smuggling, commercial fraud, and counterfeit goods for officials, civil servants, and workers.
- Identifying targets, routes, areas, and priority goods; strengthening control at border checkpoints, roads, railways, seas, rivers, airways, and other open routes, areas near the border where goods are concentrated, wholesale markets, commercial centers, etc. Clearly assign responsibility for managing and controlling areas to each relevant agency according to their functions.
- Coordinating closely with the National Steering Committee 389 and other relevant functional agencies as required.
