Decision 1557/QD-BTNMT in 2023 Implementation plan of Decision 1383/QD-TTg on approving the National Inventory of Water Resources for the period up to 2025 issued by the Minister of Natural Resources and Environment of Vietnam.

The plan to implement the main contents and tasks of the Project is as follows:

1. Formulate and approve contents, cost estimates, and detailed plans for conducting an inventory of water resources.

- The Ministry of Natural Resources and Environment approves in detail the contents and budget estimates for the contents and tasks of the Scheme implemented by the Ministry (completed in 2022). Organize and complete the Scheme and announce it in 2025.

- People's Committees of provinces and centrally-run cities (hereinafter referred to as provincial-level People's Committees) organize the implementation of the contents specified in Clause 5, Article 2 of Decision 1383/QD-TTg, in which the main contents include: develop local inventory plans and approve detailed contents, cost estimates for contents and tasks of inventorying criteria on quantity of surface water sources, surface water quality, exploitation and use of surface water and discharge of wastewater into water sources for intra-provincial surface water sources (in independent intra-provincial river basins and inter-provincial river basins), surface water volume for independent intra-provincial river basins; submit to the People's Council at the same level to allocate local budgets to organize the task of inventorying water resources to complete before December 31, 2024.

For localities that have not yet issued a set of unit prices in the field of water resources, they can refer to technical regulations, economic and technical norms, and unit prices of water resources promulgated by the Ministry of Natural Resources and Environment or other related fields to develop content and make cost estimates according to regulations.

2. Collect and inherit information and data related to inventory and baseline surveys from previous periods and during the inventory period.

The Ministry of Natural Resources and Environment and the People's Committee of the province organize the collection of information and data related to the inventory targets and basic survey results according to the approved inventory contents and tasks.

3. The Ministry of Natural Resources and Environment shall organize the development of software for managing, updating, and exploiting inventory data of water resources, ensuring connection with the database of the natural resources and environment sector and national digital conversion (hereinafter referred to as inventory software); training, guidance, and transfer of software use.

4. Carry out an inventory of the indicators in the field.

The Ministry of Natural Resources and Environment and the People's Committee of the province organize the implementation of the inventory of indicators in the field according to the approved contents and tasks (including: training in guiding the inventory process and methods; recording information and data according to inventory forms; surveying and identifying points that need to be monitored, measuring additional flow; setting up monitoring and measuring regimes for only necessary monitoring and counting of surface water quantities; additional monitoring and measurement data; making inventory reports in the field according to each inventory criterion).

5. Synthesize, process, and classify information and data collected, survey results, and update data into inventory software.

The Ministry of Natural Resources and Environment and the People's Committee of the province shall organize the synthesis, processing, and classification of information and data, collect results, field investigations, and update the data into the inventory software according to the implementation contents.

6. Check and compare each indicator of the water resource inventory.

The Ministry of Natural Resources and Environment shall coordinate with localities in organizing the inspection in a number of provinces and centrally run cities on the method of conducting an inventory of water resources, comparing information on the results of the inventory criteria on: quantity of surface water sources; works on the exploitation and use of surface water; and discharge of wastewater into water sources.

7. Calculate water resource inventory criteria.

- The Ministry of Natural Resources and Environment shall organize the calculation of the inventory indicators on: total flow volume; amount of surface water flowing into and out of national borders (average of many years, seasons, and months); total amount of water transferred between river basins; total capacity of reservoirs; total rainfall; underground water volume, underground water quality in inter-provincial river basins and nationwide. At the same time, calculate the amount of flow into and out of the province on inter-provincial rivers.

- Based on resources and management priorities, the provincial People's Committees shall select water sources to calculate the inventory criteria on: volume of surface water, quality of surface water for water sources specified at Point b, Clause 1, Section II of this Plan.

8. Develop and complete product dossiers of the results of the national total inventory of water resources, for the period up to 2025, including: a report on the results of the national total inventory of water resources; thematic reports according to each inventory criterion; a database; data sets for the inventory of water resources, updating inventory data into inventory software.

- The Ministry of Natural Resources and Environment organizes the development and completion of product dossiers on the results of the national total inventory of water resources, for the period up to 2025, including: (i) the report on the results of the national total inventory of water resources, thematic reports according to each inventory criterion, the set of information and data on the results of the national water resource inventory, updating the inventory data into the inventory software according to the decisions of the Ministry of Environment in accordance with the implementation content of the Decision 2101/TNB of the Ministry of Environment in 2022 and the Ministry of Environment. (ii) report on the results of the inventory of water resources in the river basin.

- On the basis of the provisions of Point b, Clause 1, Section II of this Plan, the People's Committee of the province shall organize the implementation of an inventory of water resources, complete the product dossier of the results of the water resource inventory, for the period up to 2025, develop a report on the results of the water resource inventory, and update the inventory data into the inventory software according to the implementation content.

9. Summarize and announce the inventory results.

The Ministry of Natural Resources and Environment organizes the synthesis of inventory data nationwide, by localities, and by river basins, including: Hong - Thai Binh, Bang Giang - Ky Cung, Ma, Ca, Gianh, Huong, Vu Gia - Thu Bon, Tra Khuc, Kon - Ha Thanh, Ba, Cai Nha Trang, Se San, Sre Pok, Dong Nai, the Central Coastal Region, and other independent Quang Ninh river basins. Completing the dossier for publication of the results of the national total inventory of water resources, for the period up to 2025.
