Acceptance Test Evaluation of the Central Project under the Rural Support Program in Vietnam

Circular 07/2016/TT-BKHCN stipulates the management of the program to support the application and transfer of scientific and technological advancements to boost socio-economic development in rural, mountainous, and ethnic minority areas from 2016 to 2025 and will take effect from June 08, 2016 in Vietnam.

According to Article 18 of Circular 07/2016/TT-BKHCN on the assessment and acceptance of projects under the support program for the application and transfer of scientific and technological advances to promote socio-economic development in rural, mountainous, and minority areas from 2016 to 2025 at the central level as follows:

  1. The assessment and acceptance dossier for the project includes: Official Dispatch requesting official assessment and acceptance at the Central level from the hosting organization; assessment dossier at the local level as regulated; decision to establish the local Acceptance Council; local acceptance minutes according to Form B4.5-BBNTDP; report explaining the receipt of comments from the provincial or city-level assessment and acceptance council;

  2. After receiving the dossier, the financial management unit takes the lead and cooperates with relevant units to organize the assessment and acceptance of the project's results;

  3. The advisory council for the official assessment and acceptance of the project's results managed by the Central consists of 07 members, including the chairman, vice-chairman, 02 reviewers, a scientific secretary, and other members, of which: 03 members are scientific and technological experts selected from the Ministry of Science and Technology's expert database, 01 member is an economic or financial expert, 03 members are representatives of relevant state management agencies at the Central and local levels. Individuals who are project leaders, members of the hosting organization and the technology support organization, those being penalized for administrative violations in scientific and technological activities or being prosecuted for criminal liability, or those who have been sentenced without having their sentences cleared; spouses, parents, children, siblings of the project leader or key members involved in the task or those with related rights and interests, and those with evidence of a conflict of interest with the project leader or hosting organization cannot participate in the council. The Ministry of Science and Technology appoints administrative secretaries to assist in preparing materials and organizing council meetings;

  4. Council meetings are held within 30 days from the date of the council's establishment decision. The council works according to the methods and procedures stipulated in Form B4.6-QTLVHD in Appendix IV issued with this Circular. The assessment content is based on the product requirements in the approved contract and project proposal. Assessment results are classified into four levels: excellent, good, adequate, and inadequate. Detailed forms of member comments and assessments according to Forms B4.7-PNXNT, B4.8-PDGNT, and Council meeting minutes according to Form B4.9-BBHDNT are regulated in Appendix IV issued with this Circular.

  5. Handling Central-level assessment and acceptance results:

- For projects assessed as "inadequate," the Acceptance Council is responsible for considering and identifying the contents and tasks performed per the contract as a basis for the Ministry of Science and Technology to consider and handle according to regulations;

- For projects assessed at an "adequate" level or higher, within 30 days from the conclusion of the council meeting, the project leader and the hosting organization are responsible for cooperating with the technology support organization to supplement and complete the dossier according to the council's comments.

  1. Recognition of Project Results:

- The dossier for recognizing project results includes: 01 completed application dossier according to the comments; a copy of the project implementation result registration certificate; a report explaining the receipt of the council's comments according to Form B4.10-BCGT in Appendix IV issued with this Circular;

- The dossier is sent directly or by post to the financial management unit for Central-managed projects or to the Department of Science and Technology for locally managed projects for contract liquidation and procedures to recognize project results;

- Within 10 working days from receipt of the complete documents, the Ministry of Science and Technology issues a decision recognizing project results for Central-managed projects; provincial or city People's Committees issue a decision recognizing project results for locally managed projects according to Form B4.11-QDCNKQ in Appendix IV issued with this Circular.
