Abolishment of Numerous Additional Non-Salary Expenditures for Officials and Public Employees

To reform the wage policy applicable to officials and public employees, the Central Executive Committee has issued Resolution 27/NQ-TW with provisions to eliminate a series of non-salary allowances for officials and public employees.

Section 4 Part III Resolution 27 clearly states the implementation of financial and budgetary solutions is a breakthrough task to create resources for wage policy reform, including the abolishment of non-salary allowances for officials and public employees sourced from the state budget such as: Meeting allowances; allowances for drafting legal documents, proposals; seminars, etc. Implementing salary fund allocation linked to the objective of streamlining the personnel for agencies and units.

In addition, Resolution 27 also proposes several other tasks regarding wage policy reform such as:

- Expanding the funding mechanism linked to the performance of assigned tasks.

- Not linking the salary level of officials and public employees to the drafting, amendment, and supplementation of non-salary-related regulations and policies.

- Studying regulations on the allocation of non-salary-related policies (cars, phones, etc.).

- Only issuing new policies when resources for their implementation have been arranged and balanced.
