From September 5, 2024, the regulations on the special expenditure levels for the Mobile Propaganda Team in Vietnam will no longer be effective.

On July 16, 2024, the Minister of Finance of Vietnam issued Circular 48/2024/TT-BTC (abolishing part of Joint Circular 46/2016/TTLT-BTC-BVHTTDL) providing special management policies for the provincial and district-level Mobile Propaganda Teams.

Circular 48/2024/TT-BTC abolishes the regulation on the contents and specific expenditure levels of the Mobile Propaganda Team stipulated in Article 4 of Joint Circular 46/2016/TTLT-BTC-BVHTTDL.

The regulations on special expenditure levels for the Mobile Propaganda Team were abolished effective September 5, 2024, as follows:

The operational funding of the Mobile Propaganda Team shall comply with the current regulations for public service providers.

Expenditure contents, specific expenditure levels (training allowances, performance allowances) of the Mobile Propaganda Team are stipulated as follows:

(1) Propagandists within the staff of Mobile Propaganda Teams are entitled to performance allowances, training allowances according to this Circular. The specific performance and training allowance levels in each province shall be decided by the Chairman of the Provincial People's Committee, based on the recommendation of the Director of the Department of Culture, Sports and Tourism (Department of Culture and Sports), the Director of the Department of Finance, and in accordance with the budget capacity and actual situation.

The specific expenditure levels in each locality may be lower or higher than those stipulated in Joint Circular 46/2016/TTLT-BTC-BVHTTDL. The lower levels should not exceed 20% of the performance and training allowance framework as regulated below:

- Training allowance for new programs: The allowance for one training session of a new program is 60,000 VND/person/session/4 hours. The maximum number of training sessions for one new program is 10 sessions.

- Allowances for mobile performance programs:

+ Allowance for one mobile performance session for main roles is 100,000 VND/person. The number of propagandists playing main roles in the mobile performance programs shall be decided by the Director of the Provincial, City, District, or District-level Urban Center of Culture, Information Exhibition Center, or Cultural-Sports Center.

+ Allowances for one mobile performance session for other roles are 80,000 VND/person.

(2) Off-staff propagandists (those recruited by the units) participating in training new programs and mobile performances under agreements with the Director of the Provincial, City, District, or District-level Urban Center of Culture, Information Exhibition Center, or Cultural-Sports Center, in addition to the contractual payments, are also entitled to training and performance allowances as stipulated in Clause 1, Article 4 of Joint Circular 46/2016/TTLT-BTC-BVHTTDL.

(3) The planning, allocation, management, utilization, and final settlement of expenditure for specific tasks of the Mobile Propaganda Team shall comply with the current regulations of the Law on State Budget and the guiding documents of the Law on State Budget.

Additionally, Circular 48/2024/TT-BTC also abolishes the provisions in Article 3 of Joint Circular 46/2016/TTLT-BTC-BVHTTDL, specifically as follows:

Article 3. Funding Sources Ensuring the Activities of the Mobile Propaganda Team

  1. State budget sources as per the current budget allocation of the Law on State Budget for public service providers.

  2. Legitimate revenue sources of public service providers.

  3. Sponsorship and aid in accordance with legal regulations.

More details can be found in Circular 48/2024/TT-BTC, effective from September 5, 2024.

For tasks already approved and budgeted by the competent authority before the effective date of Circular 48/2024/TT-BTC, the implementation shall continue as per the regulations in Joint Circular 46/2016/TTLT-BTC-BVHTTDL until the end of the budget year 2024.
