Below is the notable content mentioned in Decision 69/QD-BNV issued regarding the Plan to develop decrees detailing the Law amending and supplementing a number of articles of the Law on Officials and the Law on Public Employees.

One of the goals outlined in the Plan is to streamline the multitude of regulatory documents in the field of officials and public employees, ensuring convenience in implementation; minimizing administrative procedures, certificates, and diplomas.
To be specific, the following 10 Decrees and regulations on recruitment, management, assessment, classification, and discipline of officials and public employees will soon become invalid:
- Decree 24/2010/ND-CP stipulating recruitment, usage, and management of officials;
- Decree 93/2010/ND-CP amending certain articles of Decree 24/2010/ND-CP;
- Decree 06/2010/ND-CP stipulating those who are officials;
- Decree 29/2012/ND-CP stipulating recruitment, usage, and management of public employees;
- Decree 56/2015/ND-CP on assessment and classification of officials and public employees;
- Decree 88/2017/ND-CP amending and supplementing certain articles of Decree 56/2015/ND-CP;
- Decree 34/2011/ND-CP stipulating disciplinary actions against officials;
- Decree 27/2012/ND-CP stipulating disciplinary actions against public employees and the compensation and reimbursement responsibilities of public employees;
- Decree 97/2015/ND-CP on the management of persons holding titles and positions at enterprises that are 100% state-owned;
- Decree 106/2015/ND-CP on the management of representatives holding managerial positions at enterprises where the state holds over 50% of charter capital;
- Relevant regulations in Decree 161/2018/ND-CP about the amendment and supplementation of certain regulations on recruitment of officials and public employees, promotion of officials, progression of public employees and implementation of contract policies for certain types of work in state administrative agencies and public service providers.
In the near future, the Government of Vietnam will issue Decrees replacing the aforementioned documents.
