A non-commissioned officer may become an officer of the Vietnam People's Public Security Forces

(Government.vn) - The Ministry of Public Security has set the policy for citizens to fulfill their obligation to join the Vietnam People's Public Security (PPS) when they meet specific conditions. After completing the mandatory service period in the PPS, they will be directly transferred to professional policies and sent for a second-degree professional police training at PPS schools.

Many citizens with university and college degrees have registered to fulfill their obligation to join the Vietnam People's Public Security Forces.

Today (February 6, local police forces began organizing the handover ceremony for citizens who are to fulfill their obligation to join the Vietnam People's Public Security Forces. According to Colonel Dang Hong Duc, Chief of the Office of the Ministry of Public Security, the recruitment work of the Ministry of Public Security in 2023 has many new points.

'3 Meetings, 4 Knows'

Firstly, the local police, through the professional commune police force and the National Population Database, have proactively reviewed the recruitment sources in the area to implement the 2023 recruitment plan, promoting propaganda and mobilization solutions with the slogan "go to every alley, knock on every door, check every person" and "3 meetings, 4 knows" to clearly inform every citizen, especially those of enlistment age, about the guidelines, policies, and benefits when joining the Vietnam People's Public Security Forces; coordinating the development of plans, implementing the recruitment procedures, calling citizens to enlist to ensure quality and quantity according to the requirements. At the same time, intensively propagating to create a joyful spirit so that citizens actively register to enlist.

Opportunity to be Transferred Directly to Professional Policies

Additionally, to enhance the quality of the recruitment source and the quality of the Vietnam People's Public Security Forces staff, the Standing Committee of the Central Public Security Party Committee and the leadership of the Ministry of Public Security have agreed on two policies.

First, for conscripts who before enlisting have graduated and been awarded a regular university degree with good grades or higher in fields similar to those of the second degree vocation into Vietnam People's Public Security Forces or have graduated and been awarded a postgraduate degree, with a good service performance while in duty and have been admitted to the Communist Party of Vietnam, they will be transferred directly to professional policies after the end of their service in the Vietnam People's Public Security Forces and sent to study for a second-degree vocation at Vietnam People's Public Security Forces schools.

Second, for conscripts who before enlisting have graduated and been awarded a regular university degree with average grades in fields similar to those of the second degree vocation into Vietnam People's Public Security Forces, with a good service performance while in duty and have been admitted to the Communist Party of Vietnam, they will receive an additional 5 points to their total score when considering the professional transfer and be sent to study for a second-degree vocation at Vietnam People's Public Security Forces schools after receiving the decision to transfer to professional policies.

Colonel Dang Hong Duc stated that to ensure a regular, combat-ready force meeting the requirements of building the Vietnam People's Public Security Forces force, and to compensate for the discharged soldiers in 2023, the Ministry of Public Security has proposed and received the Prime Minister's decision on the 2023 recruitment targets.

Local police units have intensified propaganda and mobilization for citizens to ensure conditions and standards, registering to fulfill their obligation to join the Vietnam People's Public Security Forces, especially for female citizens.

Additionally, the reserve pool has been expanded to promptly compensate if there are cases that do not meet the enlistment conditions and standards.

The recruitment sources of police units and localities reach about 102.4% of the assigned targets; many citizens with university and college degrees have registered to fulfill their obligation to join the Vietnam People's Public Security Forces.

Many Policies and Benefits for Conscripts

Colonel Dang Hong Duc also shared about the policies and benefits that conscripts serving a fixed-term period in the Vietnam People's Public Security Forces enjoy. For example, they are promptly provided with sufficient, quality food, clothing, and medicine for disease prevention and treatment; they are guaranteed accommodation, monthly allowances, essentials, and cultural and spiritual needs appropriate to the nature of the police tasks; they are assured of benefits on holidays and Tet; they are taken care of for injuries, illnesses, and accidents according to the law.

They are entitled to rank allowances, rewards, and preferential policies in case of injuries, sacrifices, or death while on duty as prescribed by law.

They are assured of social insurance and health insurance benefits according to the Law on Health Insurance and the Law on Social Insurance; their family members are entitled to health insurance benefits, emergency hardship allowances, and their legitimate children and adopted children are exempted or reduced from tuition fees at public and non-public primary education institutions according to regulations.

When discharged, if they have served for 12 months or more in the Vietnam People's Public Security Forces, they are entitled to support for vocational training under current state regulations; they receive a one-time discharge allowance, job creation allowance, travel expenses, and allowance for the journey from the unit to their place of residence or are escorted back by the unit...

Especially, those who meet the conditions and standards will be allowed to apply for admission to Vietnam People's Public Security Forces universities and intermediate schools; they are given priority points in recruitment according to the regulations of the Ministry of Education and Training and are considered for transfer to professional policies when their service term ends.
