On August 24, 2020, the Government of Vietnam issued Decree 95/2020/ND-CP providing guidance on procurement bidding in accordance with the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

Decree 95/2020/ND-CP stipulates information about procurement and the responsibility for posting information. The information that must be posted on the National Procurement Network includes:
The Procurement Newspaper is responsible for extracting information regarding invitations for expressions of interest, pre-qualification notices, invitations for tenders, and shortlists as stipulated in points 2, 3, and 4 for posting in one issue of the Procurement Newspaper within 02 working days from the date the information is posted on the National Procurement Network.
The procuring entity must register to participate in the National Procurement Network themselves. The procuring entity must post information stipulated in points 1, 2, 3, 4, 5, 7, and 8 on the National Procurement Network within 07 working days from the date the document is issued.
The posting of procurement information is done according to the guidance of the Ministry of Planning and Investment.
