April 25, 2014, the Ministry of Science and Technology issued Circular 06/2014/TT-BKHCN stipulating principles and criteria for selecting science and technology tasks under the National Technology Innovation Fund in Vietnam.

Circular 06/2014/TT-BKHCN stipulates 6 principles for selecting science and technology tasks under the National Technology Innovation Fund in Vietnam as follows:
The results of the task must bring clear and effective impact on the technological innovation of organizations, enterprises, individuals; spread effects to other organizations, enterprises, individuals.
The task leader must have a decision to invest in task implementation.
The fund grants partial funding in the overall major activities of technological innovation. The task leader must ensure the capital to carry out all major activities of technological innovation, matching funds to implement the tasks according to the schedule to achieve the set goals of technological innovation.
The content of the task must not overlap with tasks funded by the Fund or other State funding sources.
Priority is given to selecting tasks that serve projects, schemes, plans, and programs as proposed by the Ministry of Science and Technology, Ministries, sectors, localities; have significant impact, promoting economic - social development of the country, sector, field, locality; transfer advanced technology, high technology; tasks under the content of the National Technology Innovation Program until 2020; linked science and technology tasks; tasks in areas with difficult and extremely difficult socio-economic conditions; small and medium-sized enterprises; creating products based on open technology, open-source software; using products based on open technology, open-source software.
The task must ensure full implementation according to the general principles stipulated in this Article and specific criteria for each type of task as stipulated in this Circular.
