On August 20, 2012, the Ministry of Natural Resources and Environment issued Circular 13/2012/TT-BYT guiding anesthesia and resuscitation in Vietnam.
6 Main duties of the department of anesthesia - resuscitation at healthcare facilities in Vietnam (Illustrative photo)
As stated in Article 8 of Circular 13/2012/TT-BYT, the tasks of the divisions within the department of anesthesia - resuscitation in Vietnam are specified as follows:
1. Administration:
- Monitor, compile statistics, summarize, and report on professional activities;
- Monitor, compile statistics, summarize, and report on the issuance and usage of equipment, consumables, drugs, and chemicals;
- Track human resources and other administrative tasks in the department.
2. Pre-Anesthesia Examination:
- Conduct pre-anesthesia examinations to prepare the patient before surgery or procedure;
- The pre-anesthesia examination is performed by an anesthesiologist-resuscitator at the pre-anesthesia examination division, the surgical area, or the department where the patient is undergoing surgery or procedure, depending on the conditions of the medical examination and treatment facility and the patient's health status;
- The pre-anesthesia examination is conducted within 01 to 07 days before the patient undergoes surgery or procedure (except for emergency cases);
- The pre-anesthesia examining doctor has the right to request additional tests or organize consultations and must fully record them in the patient's medical file;
- The pre-anesthesia examining doctor is responsible for informing and discussing with the surgeon, the anesthesiologist, the potential risks, and complications related to anesthesia and resuscitation; explaining the risks and benefits related to anesthesia and resuscitation to the patient or the patient's legal representative before signing the consent form for anesthesia, surgery, or procedure.
3. Surgery:
- Prepare personnel, operating table, equipment, drugs, and consumable medical supplies necessary and ready for performing surgery or procedure for the patient;
- Receive, check patients' medical records, condition, and mandatory preparatory conditions to ensure the right patient and identify the correct anatomical site for surgery or procedure;
- Perform anesthesiology and resuscitation methods appropriate for the surgery or procedure with the participation of anesthesiologists, anesthesiology-resuscitation nurses, surgical nurses, and other staff as required by the anesthesiologist-resuscitator;
- Implement infection control measures as prescribed.
4. Recovery:
- Receive and assess the patient's condition;
- Actively treat to help the patient quickly recover;
- Provide postoperative pain management;
- Monitor, detect, and handle complications or abnormalities, if any, in the patient;
- Assess the patient's condition to transfer to the surgical resuscitation division or other related departments.
5. Surgical Resuscitation:
- Receive patients from the recovery division or other divisions;
- Monitor, diagnose, actively treat, and provide comprehensive care to the patient;
- Assess the patient's condition to transfer back to clinical departments, other divisions, another hospital, or discharge.
6. Pain Management:
- Examine, consult, and manage pain for the patient before surgery, after surgery, and in cases of acute and chronic postoperative pain;
- Before performing pain management techniques, inform and explain to the patient or the patient's legal representative about the techniques and methods to be implemented;
- Monitor and handle complications or unwanted effects, if any, of the pain management techniques or methods.
Note: In addition to performing the above-stated tasks, the divisions of the department of anesthesia - resuscitation must perform other tasks as assigned by the department head.
