On December 02, 2020, the Ministry of Home Affairs of Vietnam issued the Circular No. 6/2020/TT-BNV promulgating regulations on organization of recruitment and selection examinations for officials and public employees, examinations for promotion of officials' ranks, examinations or consideration for promotion of professional titles of public employees; regulations on recruitment exam, admission consideration for officials, public employees, exam or consideration for promotion of public employee professional title.
According to Clause 15 Article 1 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, for the computer-based exam, 02 cases will be scored zero (0) are:
- Candidates are only allowed to leave the examination room after submitting their papers and signing in the test results sheet. If the candidate does not sign the test result sheet before leaving the examination room, he/she must receive a score of zero (0);
- In case the proctor discovers that a candidate signing on behalf of another candidate, these candidates must receive a score of zero (0).
Note: The decision to score zero (0) for these cases shall be decided by the Chairman of the Council based on the report of the Head of the Examination Board.
The paper-based exam (multiple choice or written test) is stipulated in Clause 6 Article 2 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam as follows:
The head of the examination committee shall decide the scoring of zero (0) based on the written report of the examiner, applicable to one of the following cases:
- An exam, or exam subject has two or more assignments;
- An exam, or exam subject has two or more different types of written words;
- An exam, or exam subjects are written in two or more different ink colors or written in ink colors that are not in accordance with Clause 6 Article 1 of this Regulation, except for the case where there is a written certification of the examiner at the examination room and the head of the examination committee;
- The exam sections, exams, and subjects are written on scratch paper, paper that is not distributed by the examination room proctor.
Compared to previous regulation, the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam does not list the case where the test with two or more different letters will be scored at 0, but instead, a score of 0 will be applied to the case of written exam by two or more people. It can be seen that the Circular No. 6/2020/TT-BNV does not mention that this different handwriting belongs to one person or two people, but just having a difference can be considered for score 0.
