Regarding this issue, LawNet would like to answer as follows:

On October 26, 2023, the Minister of Education and Training promulgated Circular 18/2023/TT-BGDDT guiding the construction of safe schools and preventing and combating accidents and injuries in general education establishments and continuing education establishments.

A safe school that prevents accidents and injuries is one where learners, administrators, teachers, staff, and visitors are guaranteed physical and mental safety and are free from school violence; are protected, treated fairly and compassionately, and promote democracy; and minimize risk factors that cause injuries.

The school organizes the implementation and self-assessment of the criteria for safe schools, accident and injury prevention in the Appendix issued with Circular 18/2023/TT-BGDDT.

Location, scale, auxiliary blocks and technical infrastructure

The school campus is separated from the outside by a protective fence; School gates, walls, and fences are secured, have nameplates, and open and close according to prescribed hours.

Location, area, room blocks, auxiliary blocks and technical infrastructure ensure to meet the minimum standards of facilities according to regulations. The playground is flat and non-slip. Multi-purpose gym (if any), outdoor sports practice area does not affect the activities of the classroom area. There is a separate path for students with mobility disabilities (if the school has students with mobility disabilities).
