5 Steps to Receive Minors into Child Assistance Facilities

On December 16, 2015, the Ministry of Labor, Invalids and Social Affairs issued Circular 55/2015/TT-BLDTBXH providing guidance on the reception, management, and education of minors without stable residence who are subject to educational measures at the commune, ward, or commune-level town at child support facilities.

The acceptance of minors subjected to educational measures in communes, wards, or commune-level towns into child support facilities shall be implemented according to the following 05 steps:

- Step 1. Prepare a handover record of the subject with the signatures of the facility and the competent commune-level People's Committee;- Step 2. Assess the vulnerability, recovery ability, and support needs of the subject to develop a support plan for the subject;- Step 3. Ensure safety and promptly treat physical or mental injuries of the subject;- Step 4. Decide on accepting the subject into the facility;- Step 5. Complete the procedures and records of the subject as per the regulations.

Note: The facility is responsible for immediately accepting the subjects into the facility for management, education, support, and carrying out the steps above. The procedures and records must be completed following the acceptance process specified in Clause 1, Article 7 of Circular 55/2015/TT-BLDTBXH from the time of acceptance.
