5 Steps in the Process of Evaluating and Classifying a "Learning Community"

Recently, Circular 44/2014/TT-BGDDT has been approved by the Minister of Education and Training, stipulating regulations on the evaluation and classification of "Learning Communities" at the commune level.

According to the provisions of Circular 44/2014/TT-BGDDT, the process for evaluating and grading “Learning Communities” is carried out through the following 5 steps:

- Step 1: The commune-level Learning Promotion Association takes the lead in developing a self-assessment plan to evaluate the results of building the commune's “Learning Community,” submits it to the Chairman of the commune-level People's Committee for approval, and takes the lead in cooperation with relevant units to implement the approved plan.- Step 2: Based on the self-assessment results, the commune-level Learning Promotion Association prepares a file and submits it to the Chairman of the commune-level People's Committee to sign a proposal asking the district-level People's Committee to inspect, evaluate, and grade the commune.- Step 3: Within 10 working days from the date of receiving a complete and valid file from the commune-level People's Committee, the Chairman of the district-level People's Committee assigns the Learning Promotion Association to take the lead in building a plan to inspect, evaluate, and grade the commune’s “Learning Community” and submit it to the Chairman of the district-level People's Committee for approval.- Step 4: Based on the plan approved by the Chairman of the district-level People's Committee, the Learning Promotion Association takes the lead in cooperation with relevant units to organize the inspection, evaluation, and grading of the commune's “Learning Community.”- Step 5: Within 5 working days from the date of having the inspection results, the Learning Promotion Association prepares a file to submit to the Chairman of the district-level People's Committee to decide on the recognition of the evaluation and grading results of the commune's “Learning Community” and publicly announce them.
