On June 20, 2017, the Ministry of Agriculture and Rural Development issued Circular 13/2017/TT-BNNPTNT on National Technical Standards in the field of Veterinary Medicine.

The fresh milk milking facility must meet the following design and layout requirements:

- The milking facility must have a disinfection pit that meets technical requirements at the entrance and in other areas such as: the milk container cleaning area and the rapid testing sampling area;- The floor of the milking area must be made of durable, waterproof, flat, non-slip material, easy to clean and disinfect, ensuring good drainage and no water puddles on the floor;- The milking area must have a system of crossbars and fixed racks to ensure the safety of milkers in the milking area at cow or buffalo milking facilities;- The milking facility must have a handwashing sink before entering the milking area, and the waste container must be placed outside the milking area;- The milking facility must have a separate area for tools, containers, milk buckets, milking equipment, udder-washing cloths, filters, udder-dipping cups, etc.
