The Ministry of Finance has just issued Circular 55/2020/TT-BTC providing guidelines on the management of training funds for international students under study agreements in Vietnam.
05 principles of managing the training budget for foreign students under the agreement studying in VN (illustrative image)
To be specific, in Article 3 of Circular 55/2020/TT-BTC, the management of the training budget for foreign students under the agreement studying in Vietnam is carried out according to the following 05 principles:
1. Source of the training budget for foreign students under the agreement
- State budget (budget for educational and training activities under the central and local budgets according to budget decentralization) allocated to educational institutions according to the provisions of the Law on State Budget;
- Revenue from service activities of educational institutions;
- Donations, support from organizations and individuals both domestically and internationally; private investment capital, legally mobilized capital, and other revenue sources as prescribed by law of the educational institutions.
2. Training expenses for foreign students under the agreement
- Educational institutions assigned by competent authorities to train foreign students under the agreement shall use the budget sources stipulated in Point a, Clause 1, Article 3 of this Circular to cover expenses such as: Training expenses for foreign students; One-time initial settlement support for foreign students when they arrive in Vietnam for studies; Monthly living expenses (scholarships) for foreign students during their official study period in Vietnam.
- Educational institutions are encouraged to use the budget sources specified in Points b and c, Clause 1, Article 3 of this Circular for the training of foreign students under the agreement.
For foreign students under the agreement studying part-time, training expenses are calculated per month and based on actual days (in cases of less than one month) the foreign students are present for studies in Vietnam.
Additionally, educational institutions are responsible for managing and using the budget efficiently, transparently, and appropriately according to policies. The preparation of budget estimates, settlement, and finalization of the training budget for foreign students under the agreement must comply with legal regulations.
