5 Principles for Determining TCVN Subjects within the Scope of Management of the Ministry of Information and Communications

The Minister of Information and Communications has just signed and promulgated Circular 13/2019/TT-BTTTT stipulating the activities of formulating national technical regulations, national standards, and base standards within the management scope of the Ministry of Information and Communications.

According to the provisions of Article 6 Circular 13/2019/TT-BTTTT, the products, equipment, networks, systems, services, and processes that are subject to National Standards in the field of information and communication (hereafter abbreviated as TCVN) must ensure the following principles:

- Meeting the objectives of functionality, utility, and quality: identifying advanced and relevant technologies, technical features to be applied in Vietnam.- Meeting the objectives of economy and efficiency: efficiently utilizing resources; having advanced practice rules for application in agencies and organizations in Vietnam.- Meeting the objectives of information and understanding: disseminating and enhancing understanding and application regarding products, equipment, networks, systems, services, and processes.- Meeting the objectives of type reduction and interchangeability: allowing the selection of an optimal number of sizes or types of products, equipment, services, and processes; being interchangeable while still meeting the same requirements.- Meeting other special requirements serving the management objectives of the Ministry of Information and Communications in each period.

Additionally, the annual plan for building TCVN by the Ministry of Information and Communications is implemented according to the provisions of this Circular as follows:

- In the second quarter of each year, agencies, organizations, and individuals register the plan for building TCVN for the following year with the Ministry of Information and Communications (Department of Science and Technology) as prescribed in Appendix III issued together with this Circular;- The Department of Science and Technology consolidates, assesses the necessity, and proposes the draft plan for building TCVN. The plan for building TCVN is sent to the Ministry of Science and Technology before August 31 of each year.- Based on the Decision on the plan for building TCVN by the Ministry of Science and Technology, the Department of Science and Technology reviews, finalizes, and submits it to the Minister of Information and Communications for approval and organization for implementation.

The plan for building TCVN is adjusted and supplemented according to the regulations of the Ministry of Science and Technology. The Ministry of Information and Communications announces and posts the decision to approve the annual plan for building TCVN on the electronic information portal of the Ministry for relevant agencies, organizations, and individuals to implement the drafting of TCVN.
