5 management agencies for tasks of national-level science and technology programs in Vietnam (illustration)

Article 5 of Circular 05/2015/TT-BKHCN stipulates 05 management agencies for Science and Technology (S&T) tasks of the Program (hereinafter referred to as Program Tasks), which include scientific and technological topics, scientific projects, trial production projects, S&T projects to achieve the Program's objectives. Specifically as follows:

1. The Ministry of Science and Technology coordinates the overall management of the Programs.

2. The Ministry in charge organizes the implementation of the Program.

3. The Steering Committee for the Program (hereinafter referred to as the Steering Committee) is established by the Prime Minister of the Government of Vietnam or authorized by the Minister of the Ministry in charge, consisting of representatives from the Government of Vietnam (if any) and representatives of some relevant Ministries and sectors, to directly direct the Program's activities.

4. The Program Executive Board (hereinafter referred to as the Executive Board) assists the Ministry in charge in organizing the implementation of the Program. The Executive Board is ensured the necessary conditions regarding funding, working facilities, and other policies as per current regulations. Based on the Decision of the Prime Minister of the Government of Vietnam or the requirements for organizing and implementing the Program, the Minister of the Ministry in charge establishes the Executive Board.

5. The Program Management Unit comprises the agencies and units that assist the Ministry in charge in organizing and managing the Program, including:

- The task management unit (hereinafter referred to as the task management unit) is the liaison unit assigned to perform the state management function for the Program, assisting the Ministry in charge in organizing and implementing the Program tasks in accordance with the Program's objectives, content, and products;- The funding management unit (hereinafter referred to as the funding management unit) is a level III budgeting unit that assists the Ministry in charge in managing the use of the state budget and carrying out activities to serve state management to achieve the Program's objectives, content, and products.
