1. Guidance on Salary Adjustment for Clerical Officials
This is one of the notable contents of Circular 10/2019/TT-BNV providing guidance on salary adjustment for clerical officials, effective from September 20, 2019.
For officials currently working in clerical positions, transitioning from current clerical ranks or other ranks to clerical ranks as stipulated in Circular 14/2014/TT-BNV, salary adjustment is guided by Clause 2, Section II of Circular 02/2007/TT-BNV, specifically:
- For officials currently holding the salary rank of senior clerical experts and equivalent: Adjusted to the senior clerical rank (code 02.006);
- For officials currently holding the salary rank of clerical experts and equivalent: Adjusted to the clerical rank (code 02.007);
- For officials currently holding the salary rank of clerical assistants and equivalent or clerks with a degree from intermediate level or higher: Adjusted to the intermediate clerical rank (code 02.008).
2. Regulation on the Maximum Remuneration for Teachers and Vocational Trainers for Elementary Level Training
Circular 40/2019/TT-BTC amends and supplements several articles of Circular 152/2016/TT-BTC, effective from September 1, 2019. This document notably revises the remuneration for teachers and vocational trainers participating in elementary level training and training courses under 03 months.
Specifically, according to Clause 7, Article 1 of Circular 40/2019/TT-BTC, amending Clause 3, Article 10 of Circular 152/2016/TT-BTC, the remuneration for teachers and vocational trainers participating in elementary level training and training courses under 03 months is as follows:
- Full-time teachers working at state training institutions: Apply the salary and allowances according to the current wages of lecturers and teachers.
- Vocational trainers not in the above case: Remuneration decided by the head of the agency assigned to develop the unit price proposal, up to the maximum stipulated at Point a, Clause 2, Article 5 of Circular 36/2018/TT-BTC. Depending on the participants, the level of training, and the quality requirements of the training course, the head of the agency assigned to organize the training courses for civil servants and public employees will decide the remuneration for lecturers, assistant lecturers (if any), and domestic reporters (including remuneration for lesson planning) based on a contract agreement suitable to the quality and level of the lecturers and reporters within the allocated budget.
The maximum remuneration rate: 2,000,000 VND/person/session (one session is equivalent to 4 teaching periods).
3. Lecturers at Colleges and Intermediate Schools Have a Maximum Salary Coefficient of 8.0
This is an important content of Circular 12/2019/TT-BLDTBXH which provides guidance on salary adjustment for public employees in the vocational education sector, effective from September 26, 2019.
Specifically, according to Article 3 of Circular 12, public employees appointed to the vocational education and training lecturer positions stipulated in Circular 10/2018/TT-BNV and Circular 03/2018/TT-BLDTBXH will apply the corresponding salary scale issued attached to Decree 204/2004/ND-CP. Specifically:
- Senior Vocational Education Teachers Class I from a salary coefficient of 6.20 to 8.00; Vocational Education Teachers Class I from a salary coefficient of 5.75 to 7.55;
- Principal Vocational Education Teachers Class II and Vocational Education Teachers Class II from a salary coefficient of 4.40 to 6.78;
- Vocational Education Theoretical Teachers Class III from a salary coefficient of 2.34 to 4.98;
- Vocational Education Practical Teachers Class III from a salary coefficient of 2.10 to 4.89;
- Vocational Education Teachers Class IV from a salary coefficient of 1.86 to 4.89.
Appointment and salary arrangement into the vocational education teacher positions must be based on the job position, responsibilities, tasks, abilities, and professional expertise of the public employees.
4. Increase in Monthly Allowances for Demobilized and Retired Soldiers
Circular 106/2019/TT-BQP provides guidance on the adjustment of monthly allowances for soldiers, and cipher personnel receiving salaries equivalent to soldiers who have been demobilized, retired, or resigned, effective from September 8, 2019.
The monthly allowance for soldiers and cipher personnel receiving salaries equivalent to soldiers who have been demobilized, retired, or resigned is increased by 7.19% from the monthly allowance of June 2019.
The monthly allowance to be received after adjustment from July 1, 2019, is as follows:
- From 15 years to under 16 years, allowance: 1,891,000 VND/month;
- From 16 years to under 17 years, allowance: 1,977,000 VND/month;
- From 17 years to under 18 years, allowance: 2,064,000 VND/month;
- From 18 years to under 19 years, allowance: 2,150,000 VND/month;
- From 19 years to under 20 years, allowance: 2,235,000 VND/month.
5. 03 Financial Sources for Increasing the Statutory Pay Rate in 2019 at Public Service Providers
This is an important content of Circular 46/2019/TT-BTC which provides guidance on determining demands, sources, and methods of expenditure for adjusting the statutory pay rate according to Decree 38/2019/ND-CP, effective from September 6, 2019.
There are 03 financial sources for adjusting the statutory pay rate according to Decree 38/2019/ND-CP and adjusting the allowance for retired commune officers according to Decree 44/2019/ND-CP at public service providers as follows:
- The unused wage reform funds from the end of 2018 carried forward to 2019 (if any).
- Using at least 40% of the retained revenue under policies in 2019 (the remaining part after accounting the statutory pay rate implementation of 1.39 million VND/month). Specifically, at least 35% is used from revenues from providing medical services, preventive medicine, and other health services by public health facilities.
- Using 10% saving from regular spending (excluding expenses for wages, salary allowances, salary-related expenses, and expenses for human management according to policies) in the 2019 budget compared to the 2018 budget allocated by competent authorities.
