5 Criteria for Selection of People's Public Security Service Duty Applicable from October 10, 2019

Citizens who are selected to perform their duty in participating in the People's Public Security are required to meet all the standards stipulated in Decree 70/2019/ND-CP as follows:

- Have a clear background.- Strictly adhere to the guidelines and policies of the Communist Party, policies, and laws of the State; have no criminal record, not under criminal investigation, supervision, not under any educational measures at the commune, ward, commune-level town, or placed in compulsory treatment, compulsory education centers; possess good moral qualities, character, and are trusted by the community where they reside, study, or work.- Meet the political standards of non-commissioned officers and soldiers serving according to the policies in the People's Public Security.- Have a high school diploma or higher. Mountainous, island communes, ethnic minority areas, and areas with extremely difficult socio-economic conditions may recruit citizens with a secondary school diploma.- Have a balanced physique, not deformed, and meet the health standards to perform the duty in participating in the People's Public Security.

Furthermore, Decree 70/2019/ND-CP also stipulates that the application dossier for participating in the People's Public Security duty should be submitted to the Police of the commune, ward, commune-level town where the citizen has their permanent residence, such dossier includes:

- Declaration form registering for participating in the People's Public Security duty according to the form in the Annex issued with this Decree, with confirmation from the People's Committee of the commune, ward, commune-level town where they reside or from the organization where they are working or studying.- Military service registration certificate.
