On August 16, 2020, the Ministry of Labor, Invalids and Social Affairs issued Circular 05/2020/TT-BLDTBXH stipulating the regulations on organization and operation of district-level public vocational education centers in Vietnam.
5 Activities for which District-level public vocational education centers are directly accountable to state agencies in Vietnam (Illustration image)
Circular 05/2020/TT-BLDTBXH stipulates that the district-level public vocational education centers in Vietnam are directly accountable to the competent state authorities, learners, and society for the following activities:
- Fully and publicly disclose on the Center's electronic information portal the following contents: objectives, training programs; training modes, training organization plans; enrollment plans; list of learners enrolling and graduating annually by occupation and occupational groups; conditions to ensure the quality of teaching and learning; training costs, tuition fees and tuition fee exemptions, service admission fees, and other learner fees for each academic year and projected for the entire course; vocational education quality accreditation results; the Center's certificate system, list of students and trainees awarded certificates annually; job positions after graduation and measures to check and supervise training quality; internal regulations and policies;
- Commit to the state management agency and be responsible for all activities to achieve the commitments; do not allow any individual or organization to exploit the Center's name and facilities to conduct activities contrary to the provisions of law and this Circular;
- Establish a mechanism for learners, teachers, and society to participate in evaluating the quality of the Center's training;
- Publicly announce admission targets, vocational education operation registration certificates; implement financial reporting policies in accordance with regulations and disclose on the Center's electronic information portal, except for information classified as state secrets in Vietnam;
- Report and explain matters related to inspections and audits as required by the competent authority in Vietnam.
