Regarding this issue, LawNet would like to answer as follows:

On December 14, 2023, the Ministry of Home Affairs issued Decision 1006/QD-BNV, announcing the list of administrative procedures that are eligible to perform full online public services in Vietnam under the jurisdiction of the Ministry of Home Affairs.

Specifically, 48 administrative procedures that are eligible to perform full-time online public services under the jurisdiction of the Ministry of Home Affairs include:

(1) Procedures for inviting foreign organizations and individuals to Vietnam to carry out religious activities in many provinces or international religious relations activities

(2) Procedures for inviting foreign dignitaries and monks to preach to groups of foreigners engaged in religious activities

(3) Procedures for sending dignitaries, officials, monks, and believers to participate in religious activities or religious training abroad

(4) Procedures for registering people to be appointed, elected, or nominated to hold positions for the cases specified in Clause 1 of Article 34 of the Law on religion and folk belief

(5) Procedures for requesting the organization of a congress do not fall under the provisions of Points a and b, Clause 3, Article 45 of the Law on religion and folk belief.

(6) Procedures for applying for a religious activity registration certificate for organizations with operating areas in many provinces

(7) Procedures for registering amendments to the charter of religious organizations operating in many provinces

(8) Procedures for registering people appointed, elected, or nominated to hold positions of organizations that are granted religious activity registration certificates with operating areas in many provinces

(9) Procedures for requesting the organization of inter-religious conferences or conferences with foreign religious elements

(10) Procedures for requesting the establishment, division, separation, merger, or consolidation of affiliated religious organizations with operating areas in many provinces

(11) Procedures for registering amendments to the organization and operation regulations or admission regulations of religious training institutions

(12) Registration procedures for Vietnamese citizens to be ordained, appointed, elected, or nominated abroad to return to Vietnam to serve as dignitaries or positions.
