40 disciplinary violations commonly committed by members of Communist Party of Vietnam

There are common disciplinary violations by members of Communist Party of Vietnam and the corresponding handling measures for each behavior. The contents are based on Regulation 102-QD/TW 2017 on handling disciplinary violations by CPV members.

No Violation
Violations resulting in a reprimand
1 Showing signs of wavering, losing confidence in the leadership of the Communist Party of Vietnam, not adhering to organizational principles and Party meetings.
2 Threatening retaliation or persecuting those who question, criticize, or accuse under any form.
3 Being incited, instigated, bribed, lured, or coerced into activities that undermine democracy and internal unity.
4 Failing to comply with principles, processes, and procedures regarding elections.
5 Not performing one's rights and duties in elections.
6 Propagating, copying, distributing, providing information, materials, or artifacts with negative content.
7 Intervening or influencing organizations or individuals with authority to get elected, appointed, planned, transferred, reassigned, nominated, promoted, sent for schooling, promoted in rank, salary, or abroad against regulations.
8 Losing a party membership card without a valid reason or using a party membership card for improper purposes.
9 Improperly conducting the transfer of Party membership or submitting non-compliant transfer documents.
10 Failing to issue transfer notifications for Party members.
11 Carelessly disclosing confidential information and documents of the Communist Party of Vietnam and the State or matters not yet permitted for publicity.
12 Lacking responsibility in management and education leading to a spouse, child, or direct subordinate committing a crime.
13 Constructing without or in violation of the issued building permit.
14 Lacking responsibility, causing inconvenience, harassing in resolving complaints, accusations, or making it difficult for Party members and citizens to exercise their rights to complain and accuse.
15 Organizing social gatherings, celebrations to give and receive gifts for personal gain.
16 Receiving and using money, assets, or grants improperly, beyond the purpose, content, or target as requested by the sponsor.
17 Incorrectly declaring and using illegal diplomas, certificates, or certifications.
18 Having a child get married to a foreigner or a Vietnamese residing abroad without honest written report to the Party cell or the standing committee of the executive committee.
19 Traveling abroad without reporting or without the consent of the direct management executive committee and the executive committee of the place of residence.
20 Organizing lavish, wasteful weddings, funerals, holidays, birthdays, wedding anniversaries, housewarming parties, promotions, or job transfers.
Violations resulting in a warning or dismissal
21 Speaking, writing, or acting contrary to or not implementing the Communist Party of Vietnam's political platform, statutes, resolutions, directives, decisions, regulations, rules, conclusions, or the laws of the State.
22 Abusing position or authority to veto the majority opinion when passing resolutions, directives, decisions, regulations, rules, and conclusions within the collective's authority.
23 Abusing position or authority or the influence of a person with power to manipulate and pressure individuals or organizations with authority to nominate one's relatives to leadership positions in the Party, state, Fatherland Front, and political-social organizations.
24 Acting on personal motives to transfer, release from job, relieve from position, dismiss, discipline, or handle policies non-compliantly.
25 Providing or disclosing information, materials, or artifacts falling under Party and State confidentiality illegally to domestic and foreign agencies, organizations, or individuals.
26 Knowing but not reporting or addressing acts of corruption; failing to implement regulations on protecting anti-corruption and waste whistleblowers.
27 Abusing position or authority to violate construction laws; covering up for legal violations in construction.
28 Using illegal diplomas, certificates, or certifications to file for competitive exams, studies to elevate cultural, theoretical, professional levels, exams for rank change, promotion to gain appointment, election, recognition, or award titles by the Communist Party of Vietnam and the State.
29 Having a foreign spouse, or a Vietnamese residing abroad, or getting married to a foreigner without reporting to the direct management executive committee and the executive committee where one resides.
30 Organizing large-scale, prolonged weddings or funerals; organizing death anniversaries, birthdays, longevity celebrations, promotions, housewarming parties on a grand scale causing displeasure or public backlash, condemned by society.
Violations resulting in expulsion
31 Intentionally speaking or writing content that distorts history, falsifies the truth, denies the leadership role, and revolutionary achievements of the Communist Party of Vietnam and the nation.
32 Retaliating against those who give opinions, struggle, criticize, accuse, or provide related information, materials, and evidence about the violations of their own agency, unit, or organization.
33 Organizing, executing falsified documents, vote fraud, or altering election results.
34 Engaging in job or academic position bribery, lobbying for oneself or others to get planned, appointed, transferred, rewarded, or change job positions.
35 Acting as an intermediary or accepting bribes in recruitment, appointment, reappointment, job assignment, salary increase, rank promotion, academic honorary titles illegally.
36 Shielding, covering crimes, serious incidents in areas within one's direct supervision or responsibility.
37 Organizing, coercing, inciting, abetting, enticing, bribing others to make false complaints or accusations.
38 Illegally opening foreign accounts; engaging in money laundering activities.
39 Illegally converting land use purposes.
40 Violating monogamous marriage policies.
