Recently, the Minister of Information and Communications of Vietnam issued Circular 24/2011/TT-BTTTT regulating the creation, use, and storage of metadata on the electronic information page or web portal of state agencies.
4 Notes when using Metadata on the website of the state agencies in Vietnam (Illustration)
According to the regulations in Circular 24/2011/TT-BTTTT, the establishment, use, and storage of metadata in Vietnam are carried out as follows:
- The managing agency is responsible for establishing metadata for the information sections on the electronic information portal as stipulated in Clauses 1, 2, 3, and 4, Article 6 of Circular 24/2011/TT-BTTTT. For descriptive metadata, the information source creator will be the one to establish the metadata.
- The establishment of metadata is carried out by one of the following methods:
- Directly inserting specified data into the source code of each webpage according to the syntax described in Appendix II of Circular 24/2011/TT-BTTTT;
- Using tools that allow the creation of specified data integrated into the electronic information portal system;
- Using independent tools that support the automatic creation of specified data for each webpage. In this case, the managing agency is responsible for ensuring the content of the specified data complies with Article 5 of Circular 24/2011/TT-BTTTT.
The managing agency can choose one of the following two methods to store metadata:
- Storing directly in the source code of each webpage in the managing agency's electronic information portal system.
- Using a metadata repository or a database management system to store metadata according to the establishment methods stipulated in Points b and c, Clause 2, Article 7 of Circular 24/2011/TT-BTTTT.
- When the content of the information sections using metadata changes, the managing agency is responsible for checking and updating the metadata if necessary. The checking and updating of metadata must be done immediately after the information content changes.
- For information sections where the use of specified data is mandatory, which were published on the electronic information portal before Circular 24/2011/TT-BTTTT came into effect, the managing agency is encouraged to supplement and update the specified data for these information sections.
The managing agency is responsible for ensuring that metadata can be accessed and retrieved conveniently for linking and integrating information with the electronic information portals of other state agencies.
More details can be found in Circular 24/2011/TT-BTTTT, which comes into effect in Vietnam from November 15, 2011.
